jammu, May 2: The formation of popular government has made no difference to the plight of three crucial commissions set up by state government, which have been running headless for the last more than two years, as posts of Chairpersons and members have been lying vacant.
These three commissions are State Human Right Commission (SHRC), State Information Commission (SIC) and Commission for Backward Areas (BAC) which are lying completely defunct due to non availability of manpower.
Reliable source said the only a single member in State Information Commission, Nazir Ahmed is running the commission since October 31, 2015 after the superannuation of Dr S K Sharma. "The officials of SIC have repeatedly been apprising the General Administrative Department for appointing Chairperson and Member but latter has so far been failed to do needful".
Sources further said the Commission for Backward Areas comprised of Chairperson and four members but these five posts have also been lying defunct since 2014. "The Social Welfare Department has even not appointed a single member for the functioning of the commission", the source added.
Similarly State Human Rights Commission, which is comprised of the Chairperson, one judicial member and two Non- Judicial members, is also lying defunct since last two years. "The law department has forwarded recommendation file for appointment of members and chairperson but the Chief Minister office has still not gave approval for the appointment of the commission", sources added.
The lackadaisical approach of the incumbent government can be gauged from this fact that there were nearly 2000 cases, pending with SHRC and hundreds of files are waiting consideration of government to get backward area status but the government was still unmoved.
Additional Secretary of Law Department, Anchal Sethi said that the file regarding engagement of Chairperson and Members of SHRC have forward to CM, office. "When the secretariat will open in winter capital, hopefully the commission will be made functional", he said.
