Estates deptt flouts norms in move employees' lodging

JAMMU, May 3: The Estate department, responsible for making arrangements for the Darbar move employees, is under fire for favoritism and nepotism in adjusting officials in Srinagar.
As per the details available with Early Times, the adjustment of move employees is being made in accordance to the cabinet decision No. 26/2 dated 25-01-2004 in which different officials associated with Darbar Move has been categorized in accordance to their rank and protocol. In another order issued this year by Financial Commissioner Estates Department vide government order No. 15-Est of 2016 Dated 4-03-2016, the government after some objections and points raised by the police decided to make certain changes in the previous order and decided that henceforth hiring of hotels and allotment of hotel rooms at Srinagar/Jammu in respect of Police Personal including SSG, PSO's, Escort and Permanent Guards/Security up to the rank of Superintendent of Police shall be done by the PHQ for which the required funds on this account shall be directly placed at the disposal of Home Department/PHQ while the allotment in favor of Senior Police Officers from the rank of Senior Superintendent of police and above shall be continued to be done through the Estate department as per the past practice.
Contrary to the government directions and orders with regard to providing accommodation to various Darbar Move employees, the officials of the Estate department headed by Chief Minister Mehbooba Mufti flout the rules with impute and adjusted the blue eyed persons close to the power corridors in violation of the set procedure.
The Estate department as per the order No. 65-Est of 2016 Dated 29-04-2016 issued by Director Estates, J&K made the allotment of various officials at various places which including hiring/allotment of JKTDC rooms at Srinagar with effect from 7-05-2016 upto ending October 2016.
After scrutinizing the list of allottes issued by the Director Estates, 217 officials were allotted accommodation which includes many low rank officials of police, judiciary and administrative level officers close to power corridors that too in volition of the government order and set procedure. Some persons who had been allotted accommodation are non move employees and had no link with annual darbar move practice.
Similarly as per PHQ order No. 1402 of 2016 dated 29-04-2016 officials from the rank of SP and below were allotted the accommodation at various hotels located at different places, but to the utter surprise, senior police officers of the rank of SP and Dy. SP were adjusted with the police officials of the rank of Constables and Sg.st and Head Constable which has become as cause of headache for the lower rank police constabulary as they termed the allotment as mental harassment added that it is not possible for them to get themselves adjusted with the senior police officers due to protocol as well the set discipline of honoring the senior police officers.
"The police are a disciplined force where every junior officer respect the senior by saluting him--- the order will curtail the freedom of the constabulary which will ultimately led to their harassment" said a senior police officer wishing anonymity. He said that PHQ should amend the order and should classify gazetted/ non gazetted police officials in different categories and they should provide them the accommodation separately by shifting the senior officers to one hotel or guest houses. Over 3000 police officials have been provided accommodation at Srinagar for darbar move.
