Let Police handle agitators & Army concentrate on LOC

While the Army authorities have given assurance that Handwara and Kupwara type firing will not be repeated but this assurance depends on the mood and the plan of the protesters.Well the Army may try to exercise utmost restraint but if some of the protesters attempt at attacking an Army convoy or Army post or picket or unit men in uniform cannot sit silent. Since the Army personnel are not equipped with Lathis which could help them in lathicharging the protesters so that there was no need for opening fire.In the aftermath of the death of civilians in army firing on protesters in Handwara and Natnusa areas of border district of Kupwara a fortnight ago, army has said such unfortunate incidents will not happen in future as the force was working in perfect synergy with the police and the CRPF in the state."The army does not deal with the protests. It is only the police or, at best, the CRPF that deals with protests, General Officer Commanding of the Srinagar-based 15 Corps, Lt Gen Satish Dua has stated. So, while we let them deal with protests, but in this unfortunate incident, they (protesters) had actually started breaking the gate and the fence of the army camp there,he said.
Dua said they are very confident that henceforth this will not happen because they are working in perfect synergy with police and the CRPF. On April 12, army men had fired on protestors in Handwara protesting against alleged molestation of a school girl by a trooper. Three persons including a 60-year-old woman were killed in the army firing. Another youth was killed in army firing on April 15 whenarmy men posted in Natnusa, Kupwara camp fired on the protestors Lt Gen Dua said the inquiry ordered by the army into the incident and the subsequent firing was underway. The inquiry is underway .In fact there was need for expediting the inquiry so that anyone found guilty of violating the normal practices should be punished. Well punishing the Armyman or men may satisfy the members of the bereaved families but it will not resolve the problem that confront the Kashmir valley. In fact there seems to be a nexus between separatists and militants and between militants and a section of people. Already the girl who was allegedly molested by a trooper has told the Chief judicial Magistrate that she was molested not by a trooper but by a local youth who has been identified. Hence it seems that mischief mongers were waiting for triggering trouble and violence.
During the last over 27 years it has been seen that people have hatred for the security forces and the Army and in order to create conditions for withdrawing companies of Army and security forces a section of people is said to be looking out for opportunities for defaming the security forces. Yes, there have been incidents of human rights violations by the security forces, including the Army,but compared to the human rights violations being committed by militants and mikschief mongers the security forces' excesses are quite rare. Yes, under law par amilitary forces,police and the Army are not supposed to violate human rights but invariably these forces seem to be provoked to deal firmly with the agitators which ultimately ends in human rights violations. It is a two-way traffic. If the Armyauthorities have assured that Hadwara and Kupwara type incidents will not be repeated this assurance has meaning if the agitators and protesters stage demonstrations within limits. In case they indulge in arson, loot and direct attack on Army pickets or posts or convoys the security forces, including the police cannot be expected to witness these disturbing scenes like helpless spectators. In fact sacrifices rendered by the Army, security forces and the police have reduced the level of militancy related violence.It would be better if the police is entrusted with the task of tackling protesters and let the Army concentrate on the LOC to check infiltration.
