PDD installed defective meters, fail to make replacements

Srinagar, May 4: Besides failing to make Jammu and Kashmir fully metered state, Power Development Department (PDD) had admitted to State Electricity Regulatory Commission (SERC) of having procured substandard meters for consumers in past which needs to be replaced.
In a meeting convened by SERC with State Advisory Committee (SAC) in October 2015, it was revealed that the meters purchased by PDD in past were of inferior quality while as the department proposed to realize its metering target so that the existing meters are annulled.
PDD in its latest petition submitted with SERC had clarified that the digital meters being procured under Restructured Accelerated Power Development and Reforms Program (R-APDRP) and other schemes are as maintained by Central Electricity Authority (CEA).
However PDD had accepted that one of the meter lots procured by it in the past were of inferior quality which needs to be replaced.
"JKPDD while accepting that one of the lots procured in the past had developed some defects which necessitated replacement of the meters. It clarified that meters being procured under R-APDRP and other schemes are as per the CEA's latest specifications," the PDD has mentioned in a latest petition submitted with the SERC documents of which lies with 'Early Times'.
SAC when inquired about the failure of making the state fully metered and the necessary majors taken by the authorities, PDD in its reply said "hundred percent installation of digital meters will be ensured by the end of the year 2015-16"
"The pace of metering has been very slow during the last couple of years due to "resource constraints and some bottlenecks. However, implementation of R-APDRP scheme will facilitate purchase of meters which would help in meeting its targets." PDD had added.
"The JKPDD has revised the metering plan and now proposes to meter all the consumers by the end of 2018-19.
Owing to repeated failure of tendering process, a parallel mechanism for procurement and installation of meters through a central government agency will also be put in place in addition to the procurement through tenders so that the metering process is expedited and completed within three years," the PDD has said.
The PDD has projected installation of 1147723 meters from 2015 to 2019 in domestic and non-domestic categories of which 202374 have been installed during 2015-2016, and has projected installation of 252537 meters in 2016-2017, 344709 in 2017-2018 and 348103 in 2018-2019. The Department had earlier set up the target of 100 percent metering by 2014 and was later extended to 2015 after facing protests in various parts of the State and now set up the deadline to 2019.
