Early Times Report

Jammu, May 5: Marwah Tehsil of Kishtwar District has witnessed large scale ration scandals in last over two decades where ration worth crores of rupees meant for the distribution among the public along with carriage charges was embezzled by the officials of the Consumer Affairs and Public Distribution Department; but to the disappointment of many no guilty till date was punished by the government and in one such fresh case 1602 quintal of rice and wheat to be distributed among the poor people of Marwah for the month of April-May 2016 is missing from government run stores as well as from main store of CAPD department at Nawapachi Marwah. As per the details available with "Early Times", majority of the ration card holders in Marwah are yet to get ration for the month of January-February & March 2016 while the Tehsil Supply Officer (TSO) Marwah who has sole responsibility for ensuring hassle free distribution of the ration in the area which remains cut off from rest of the world during winters has not visited the area since August 2015 and left the people at the mercy of God. While talking to "Early Times" the people informed that all the officers posted in the area are missing from their duties except Naib Tehsildar Mukthyar Ahmed and added that it was after the intervention of Naib Tehsildar Marwah that people in some areas got ration for the month of January, February and March 2016 while the majority of them are without ration. The people said that even senior officers like SDM and Tehsildar are not attending their duties while at the same time the majority of the staff from government offices and schools were not seen in the area for months together.
When contacted Naib Tehsildar Marwah Mukthyar Ahmed confirmed the shortfall of 1602 Quintals of ration in Marwah and added that the matter has been brought into the notice of the Department through District administration.
He said that dealers are distributing the ration among the rationees till March 2016 and said that in next two to three days all ration card holders will get ration upto March 2016. In response to the question of non availability of government officials from the area, he said that as per Deputy Commissioner's direction, the list of the absentees is being prepared and same will be forwarded to DC Kishtwar for further necessary action.
It is pertinent to mention that even after eight month since the major embezzlement in government ration done by the former Tehsil Supply Officer Kishtwar Pankaj Kumar surfaced, no action has been initiated by the government against the said TSO nor registered any FIR in this regard. The former TSO Kishtwar sold about 5323 Quintals of ration which included 1607 Quintal of Atta and 538 quintals Sugar causing over 50 lac loss to the state exchequer.
