Early Times Report SRINAGAR, May 23: In an example of favoritism, an influential medico has managed to make amendment by the authorities in the government order and got the place of posting as per his wish. According to an official order issued on March 31, 2016, issued by the Secretary Health and Medical Education M K Bandari, a copy of which lies with Early Times, government has promoted seven medico consultant to the post of senior consultant in the Health Department. The order says that as per the recommendations by the Jammu Kashmir Public Service Commission (Secretary JK PSC letter no PSC/DFC/148/H&ME/2013 dated 29 1 2016) sanction is accorded to the regularization/promotion of to the post of senior consultant in the health and family welfare with immediate effect. "Further ordered that the incumbents shall join their new place of postings within a period of 15 days falling which their promotion as senior consultant will be forfeited," the order has said. Dr Ghulam Nabi Lone Chief Medical Officer Kupwara was one of the promotes as Senior Consultant Surgeon at District Hospital Handwara. But the influential medico according to sources managed that government should amend its own order and he didn't join new place of posting. On April 20, 2016, government issued another order No 204 which says, in partial modification of Government order no 199-FIME of 2016 dated 31, 3 2016, Dr Ghulam Nabi Lone under orders of posting as Senior Consultant Surgery Handwara shall continue to hold the charge of the post of Chief Medical Officer Kupwara till further orders," says the new order again issued by MK Bandari and made amendments in the earlier order issued on March 31. Sources said although the medico has been promoted but managed posting of his will. "He don't want to leave the Chief Medical Officer Kupwara and serve as Senior Consultant Surgeon in District Hospital Handwara, which is his parent posting," the official said. "He used the political influence thus forced Bandari to make the amendments in the earlier order." Sources said Dr Lone is the only surgeon at Handwara District Hospital. "On the day Handwara killings took place, he left to Jammu. Had he been available at the hospital, the lives of some injured may have been saved," sources said. They said there was a dire need of surgeon at District Hospital Handwara but despite that the medico is not joining there not government acting against him." |
