| Khidmat centres hardly help people? | | | Early Times Report
Srinagar, May 23: The Business Correspondence Outlets (BCOs) also called Khidmat Centres have turned out to be mere mobile recharge centres as most of these centres hardly provide any service to people. The owners of these outlets also called BC operators allege that local bank branches are not at all cooperating with them with the result these centres have become defunct at many places especially in the rural areas of Jammu & Kashmir.
Details available with Early Times reveal that Khidmat centres which were established as Business Correspondence outlets with active support of J&K Bank in order to provide banking and non banking services around seven years back in J&K are almost defunct due to official apathy. In many rural areas these outlets only function as mobile recharge centres , as internet connectivity is hardly available through the obsolete V-Sat technology. While talking to Early Times Sareer Ahmad a BC Operator who runs a Khidmat centre at Sallar village in Pahalgam area said that for last 4 years not a single official from Government nor J&K Bank has visited his centre. He alleges that his V-Sat modem worked only for few months and then it became defunct.
" I am not getting any cooperation from the local branch of J&K Bank , I was told to open bank accounts under PM's Jan Dhan Yojna, I made lot of people to fill the forms for opening the bank account, but the officials at local JK Bank tell me they have no time to do all this work. I have got hundreds of forms with me under Pradhan Mantri Jeewan Jyoti Beema Joyna but get no cooperation from bank authorities.
Now I only sell SIM cards and recharge the cell phone in my locality as I hardly provide 12 other services to my locality" said Sareer Ahmad
As per norms the Khidmat centres were supposed to provide as many as 12 services to people , which include banking and non banking services like opening of bank accounts , filing of online public grievance to J&K Grievance cell , JK Bank loan documentation, air and rail ticketing , filing of online passport applications etc. Except in big and small towns the Khidmat centres in other places hardly provide these services to people.
Pertinent to mention that in several states the Business Correspondence centres (BC's) are doing a great work especially providing banking services in remotest areas of Gujrat , Rajasthan , MP etc. These states do not use obsolete V-sat services and instead use mobile technology for opening bank accounts for the locals at their door steps. In Rajasthan under the e-mitra progarmme as many as 40,000 BC outlets have been opened from last several years. These centres not only help people to open their bank accounts but people submit their electricity bills at these outlets. The BC outlets also help youth vis a vis getting their police verification certificates. In Maharashtra and Karnataka the BC outlets provide services such as getting revenue extracts as most of the land revenue record has been digitized in these states. "
We have heard Prime Minister Narendra Modi talking high about Jan Dhan Yojna, but when we try to avail the benefits of these scheme through Khidmat centres , the officials at the helm of affairs deprive us of these facilities, with the result such pro poor schemes turn out to be a failure in our state " said Farooq Ahmad a resident of Sri Gufwara village in Anantnag. |
