SRINAGAR, May 25: In an act of compromise, the withdrawal of controversial Armed Forces Special Power Act commonly known as AFSPA from the insurgency hit state of Jammu and Kashmir demanded by the Peoples Democratic Party (PDP)had find no place in today's governor address to joint session of legislators at SKICC Srinagar while governor address reaffirms the commitment of the government towards strengthening and safeguarding of the special status (Article 370) given to the state of Jammu and Kashmir in constitution of India which has also been spelt in the Agenda of the Alliance which forms the basics of the PDP-BJP coalition government in Jammu and Kashmir.
The move is contrary to the principal stand of BJP on Article 370 as party time and again demanded scraping of the special status given to state in constitution of India or which it's founder member Shyama Prasad Mookerji laid down his life. The governor address also did not mention anything or taping the vast potential of hydroelectricity in the state.
As per the details available with "Early Times", the Governor address focused on various developmental issues promised by the PDP-PDP government and the various schemes launched by the present coalition government during late Mufti Mohammad Sayeed government and retreated to carry forward the developmental initiatives started by the late Chief Minister.
The Governor address which was later also tabled in Legislative Assembly is based on 58 point agenda of the government covering key developmental sectors as well as on government policies.
Paying tribute to late Mufti Mohammad Sayeed, Governor N N Vohra said that he would like to recall the decades long visionary leadership provide by the late Mufti Mohammad Sayeed whose entire political carrier was marked by unwavering commitment towards securing inclusive political stability and advancing the interests of the people of Jammu and Kashmir. The Governor address also hails the initiative of the Prime Minister of India reaching out to Pakistan in a bid to establish lasting peace in the region which has generated hope among the people of Jammu and Kashmir which are facing long borne the brunt of unstable relationships between the two countries, beside also hails that PM is personally pursuing the subcontinental peace which will have a positive outcome or normalizing the situation in the state.
As a part of confidence building measures the government has been endeavoring to enlarge and upgrade the cross LOC Trade by providing advance banking facilities in consultation with Government of India and Reserve Bank of India. Governor also hails the role of state police along with other security orces who are playing important role in maintaining law and order and undertaking counter insurgency operations with professionalism, courage and patience. He shows commitment towards upgrading the education system in the state by introducing certification department which compels educated youths to seek jobs which do not match their potential or their qualifications. The government also takes the credit for establishment of IIT, IIM, Polytechnic Colleges, ITI's, Two AIIMS, beside added that the establishment of two cluster universities and two engineering colleges will provide significant boost to the enlargement of academic and research activities in the state.
The Governor stated that the establishment of Public Service Commission with ull members and the strengthening o the Service Selection Board had already enhanced the speed and brought in the much needed transparency in the recruitment system added that schemes like Ladli Beti and Aasra are also among the safety net of the government.
In order to give the chance to women to withstand on their feet's, the state government is planning to set up women entrepreneurship centers to particularly empower women and felicitate their livelihoods.
The government stated that its top priority in next two years is to ensure the speedy implementation of the PM Development Plan of Rs. 80000 Crore added that a large number of the relief component has already been distributed to those whose houses had been partially or fully damaged.
The Governor address has had mention of settlement of POK refugees and West Pak refugees for which the state government has already received the assistance from the government of India, beside also showed its commitment to the return and settlement of displaced persons, including the Kashmiri Pandits who had been termed as a part of the ethnic diversity and must be rehabilitated in a manner which will fully addresses their sense of insecurity.
In order to strengthen the decentralized system of governance, the government stated that it will soon hold the Municipal elections added that everyone is fully aware of the reasons that why earlier envisaged election schedule could not be followed and said that the government is fully conscious of the need to hold Panchayat elections at the earliest, which are due to be held this year. The governor address also mentioned about NFSA, dealing with the issue of 61000 casual, adhok and daily workers, introduction of AADHAAR system, effective implementation of PSGA, better health facilities, fast track recruitment policy, cracking of civil services examinations by the large number of youths from the state and also about the brutal killings of the three security personal few days back.
