People-friendly budget expected from Mehbooba
All eyes on Budget 2016-17

SRINAGAR, May 25: People across the State are pinning their hopes on the PDP-BJP government's second Budget which will be presented by the finance minister on May 30.
When the two partners, PDP and BJP took over the reins of the state, the immediate task was to give a friendly budget to the citizens of JK.
The government later on decided under the Chief Ministership of Mufti Mohammad Sayeed to bring the budget in the month of Feb 2016, so that the exact aim and target is set for next financial year well in advance.
This was appreciated by one and all including the central government which would have facilitated setting in motion the execution of fixed targets mention in the budget much before the time.
But due to the sad demise of Mufti Mohammad Sayeed this could not happen and the Governor Rule was placed in for almost three months.
In order to keep the developmental works and other related issues in pace, the governor approved a tentative budget for three months of 2016-17 for hassle free working.
Now the collation government is again in place and is ready to present the budget in the Assembly for 2016-17.
The state of Jammu and Kashmir is a land locked state and the people have high expectations form the present government especially from the Chief Minister Mehbooba Mufti.
This would be her first madden budget and all eyes have been pinned on the chief minister.
There are varieties of issues confronting the government and the budget has to be designed in a fashion that it should suit the commoner.
The issues which are crucial in nature like application of GST rise in unemployment, industrial policy which has been put on hold, incentive to MSME sector, creation of land banks and LOC trade.
The other issues pertaining to handicraft, handloom sector, traders and mostly tourism sector have to be taken care of in the budget.
Besides this the government has to take care of the budget deficit, may levy the taxes/ duties for which the government has to exercise a great caution so that the budget of a common man is not disturbed.
The budget needs to cover the economic growth which was affected due to the massive floods and ongoing disturbances.
The growth in tourism sector is one of the backbones of the state economy, which can provide a great relief to the stake holders. Some new schemes need to be introduced in the budget so that the consistency in the flow of tourists remains in all seasons.
The JK bank who has recently come out with the profit of 400 crores in the recently published balance sheet is confronting with NPA accounts which are expected to run in couple of thousand crores.
This reporter took a telephonic interview of the people form Kathua, Kargil, Kupwara, Budgam who expressed lot of expectations from Chief Minister for the people friendly budget.
The finance minister should also take care of the corporations which are continuously incurring losses.
The government has also to take care of such corporations so that the losses or put on hold by introducing new plans, strategies and new schemes.
People say that the Government promises infrastructure development and priority sector of skilled development in the state for which proper provisioning should be done in the budget. One of the unemployed graduate engineers said that in order to combat the unemployment issues, the government should provide dispensation to all those qualified technocrats and engineer so that they are able to set of their own concerns and give employment to unemployed youth.
