| BJP minister patronizes contractor's unholy nexus with PWD's XEn | | | Raj Sandeep

Jammu, May 25: Proving his loyalty towards his patron for four years, Executive Engineer of PWD in Kathua reining over the heart of BJP minister is rewarded with posting again in Kathua as XEn, JKPCC for obvious reasons.
The sources informed Early Times that a BJP minister was satisfied with the work and conduct of XEn Public Works Department Kathua having proved as a boon for the former and remained posted for nearly four years allegedly to exchange mutual good-will gestures one way or the other keeping his patron in good humour.
Citing the latest project for widening of PWD Lakhanpur Basohli road, the sources informed that a close family member of the minister managed to obtain the road work as usual and the former XEn PWD allegedly accommodated the influential contractor by allotting him 4 kilometers stretch of road for upgradation and widening work costing around 4 crores. The sources further told that sub- standard work is being carried out on the project with locals of the area clamouring that 3 meters of exorbitant height is not required on the road creating problems for those living adjacent to the road ,further said, adding that instead of filling river bed material (RBM) and earth filling on the road surface , huge boulders and muck are being lifted from the adjoining nallaha and dumped on road being used as filling material which is reportedly much below the specifications of PWD. This, they allege, is causing great inconvenience to commuters and people of the area, sources told adding that due to non-observance of defined standard while executing road work, the govt exchequer is being excessively drained hoodwinking the department and debunking the development plank of BJP high command in the eyes of general public. The sources told that owing to the influence of person turned as minister, the departmental officers feel frightened and lack guts to interfere and point out short comings in the working style of contractor not matching with the standard operating procedure of the Public Works Department.
The sources further disclosed that the height of vented causeways is also much more above the highest flood level which seems that design criteria and hydraulic data has not been taken care of while framing the DPR and allotting the work to a contractor ,further said, adding that a committee of senior engineers of impeccable credibility can review the cost viability of the project as per requirements at road site or otherwise a detailed probe by an investigating agency of the state is needed to ascertain the level of strong nexus between PWD and influential contractor and bring out the facts and figures on surface as also during four years tenure of XEN PWD Kathua , now got posted as XEN JKPCC in Kathua itself as he surpassed required parameters, standard of execution of works and above all ditching codal formalities allegedly to provide benefits to blue eyed of influential leader which is also a subject of detailed probe, the sources added. |
