| ZEO Manjakote engages daughter, a regular student as ReT | | | Akshay Azad

Jammu, May 26: The in-charge Zonal Education Officer (ZEO) Manjakote had engaged her daughter as a Rehbar-e-Talim teacher even when the girl was a regular student in a college, besides embezzled funds and prepared panes of his choice for selection of ReTs but so far no action has been taken by administration against the erring officer. These revelations have been made by a three member enquiry committee constituted by Additional Deputy Commissioner Rajouri, for investigating the allegations against in-charge ZEO Manjakote Shah Nawaz. Though Additional Deputy Commissioner had recommended for transferring the case to State Vigilance Organization for through investigation but so far there was no outcome of the enquiry.
According to the report submitted by three members' inquiry committee comprises Deputy Chief Education Officer Rajouri Ravinder Singh, Principal government HSS Kakora Farooq Ahmed and Principal Government HSS Behrote Bishamber Dass, it has been come to fore that I/C ZEO Manjakote had engaged her daughter Sameina Nawaz as ReT in GMS Sukha Kass, who joined the institution on 14/06/2010 and she has been working as ReT in the said school till date.
"Honourarium (salary) has regularly been drawn in her favour by the concerned ZEO, a complainer has produced before the inquiry committee a certificate issued by Principal Himalayan College of Education Rajouri vide his number HCE/1/13/5 dated 15/1/2013 certifying that Sameina Nawaz was a regular bonafied student of B.Ed class during the session 2010-11 bearing roll number 73 and has attended 172 lecturers out of 211 in the college", the report reads as.
The inquiry committee has also submitted that ZEO had not furnished relevant documents required to conduct complete enquiry in-spite of written as well as telephonic messages. However on the basis of seized record the interim report is prepared, which further says that as per verification of punctuality register of MS Dupri (Zone Manjakote) it has been observed that one teacher namely Nazia Sultana figuring at S.No 4 (of punctuality) was deputed to PS Lal Baig with effect from 26/9/2012 on verbal order (as per statement of concerned Head Master) and till date she is on deputation inspite of government order issued for detachment time to time, which shows that the concerned ZEO is a habitual non-compliance of order issued from higher authorities.
Moreover, even ZEO refused to comply orders of Chief Education Officer (CEO) and report of enquiry committee says that CEO passed orders vide his office number CEOR/Gn/2013-14/38765-67 dated 24/1/2014 and reminder on 22/2/2014, on 19/4/2014 and 18/6/2014 for submission of panel of ReT of Zone Manjakote but I/C ZEO Manjakote didn't respond.
"ReT selection process should have to be completed within 45 days as per rules and norms. Maximum panels of ReT are prepared on habitation basis out of which majority of habitation certificates were found fake on verification", the report reads as.
The next paragraph reads as one candidate Zaheer Abbass son of Mohammad Amir resident of Saroola, qualification 10+2 existing at S.No 8 of merit list empanelled in the select panel of ReT for engagement in PS Nawal Dhara on habitation basis vide no. 00/389 dated 21/7/2011 in reference to advertisement notification no. CEOR/SSA/UPS/EV to RET/2012/13/12972-82 dated 31/7/2012 and same was engaged whereas same habitation certificate was treated as null and void by the Deputy Commissioner, Rajouri vide no. sq/130-33 dated 30/4/2014.
"Another candidate Shafieq Ahmed John R/o Saroola existing at S.No 1 of merit list in the same notification got information under RTI from Tehsildar Rajouri, in which it is clearly mentioned that no habitation certificate is issued in favour of engaged candidate. In contrary to it as per Tehsildar Rajouri report a warrant was issued by the then Tehsildar Rajouri against Ravinder Kumar and others R/o Dhangri vide above mentioned number", it further reads.
Moreover, on verification of cashbook meant for treasury drawl and disbursement both plan and non-plan scheme.
"It was found that the office cash book has not been attested by I/C ZEO Manjakote w.e.f 4/2012 to 3/2015 and most of payment are made in cash instead of cheque/Bank invoices which is violation of rules and norms", the report reads, adding that a number of payments are in name of Mohammad Farooq Chowkidar and its disbursement record is still awaited from concerned office.
The inquiry committee conducted that to reveal truth there is need o more relevant record of zone Manjakote but unfortunately the concerned office is not cooperating.
The Additional Deputy Commissioner Rajouri had forwarded a letter to Sub-Registrar State Vigilance Commission, recommending for referral of case to State Vigilance Organization for thorough investigation in the matter on 12/6/2015.
ADC Rajouri Mumtaz Choudhary said that case was forwarded for thorough investigation as ZEO had not furnished records. "As per my knowledge the team of Vigilance had visited Rajouri for investigation but as per status of enquiry is concerned, CEO can say something", he said.
Chief Education Officer Rajouri, Altaf Choudhary said that there were many cases pending against ZEO Manjakote. "Even department had also taken against him by attaching him but he has secured stay from the court", he said. |
