2899 killed, 24866 injured in accidents in 3 yrs

Srinagar, May 27: The Under Secretary to Government Home Department, Government of Jammu and Kashmir, in reply to un-starred question of Independent MLA from Langate Er. Abdul Rashid stated that 2899 persons were killed in 18166 accidents that took place in different parts of the state during the year 2013,2014 & 2015 while as many as 24866 people were injured in these accidents in last three years which is more than the killings and injuries during militancy related incidents in last three years.
As per the details available with "Early Times", in reply to A.Q No. 769 wherein MLA Er. Abdul Rashid seeks the details about the number of road accidents registered in the state of Jammu and Kashmir including the number of causalities reported during the last three years and also the details of compensation/ex-gratia relief paid to each injured/NOKs, the Under Secretary to Government Home Department stated that during the year 20136469 accidents took place in the state of Jammu and Kashmir in which 990 people were killed while 8681 people were injured in these accidents. Similarly in the year 2014, in 5861 accidents 992 people were killed and 8043 people were injured and in the year 2015, in 5836 accidents, 917 people were killed and 8142 people were injured in accidents; thus in 18166 (approximately 16.58 daily) accidents in three years, 2899 (approximately 2.64) persons died every day and 24844 (Approximately 22.70) persons injured daily in accidents n J&K.
As per government reply only amount of Rs. 21.65 lakhs (approximately Rs. 78 per person) was distributed by the motor vehicle department in favour of various Deputy Commissioners for disbursement out of Passenger Welfare Fund in respect of casualties and injured involved in the road accidents during last three years of commercial vehicles.
In reply to another question regarding the measures taken and strategies adopted to avoid such accidents and to control/manage traffic jamming in future, the government reply stated that they have evolved a multipronged strategies which aims at strict enforcement of traffic laws/rules to minimize the occurrence of road accidents and to ensure smooth regulation of traffic which include strict enforcement of traffic laws, driving licenses of erring drivers especially of PSVs involved in negligent, overloading, over speeding are being recommended for cancellation to the concerned RTOs/ARTO's, beside system of registration of criminal cases under section 304 and 307 RPC against the drivers found indulging in repeated overloading has also been introduced, speed limits for LMV and HMV within Municipal limits and other areas of the state has been fixed, mobile traffic squads has been deployed on most vulnerable routes, ban n entry of heavy vehicles into city limits of twin cities during day time, installation of electronic traffic signals in two capital cities, ban on issuance of permits to four wheelers in Doda, Kishtwar, Ramban & Poonch Districts since December 2011, all 15 years old or older passenger vehicles are required to undergo mechanical fitness test twice in year beside all 25 year old vehicles have been taken off from the road, effective action is being taken against the violators indulging in wrong parking, launching of special drive for removing encroachment on roads and Highways and importantly sustained campaigns are being launched by the traffic police department to educate the masses about traffic sense and road discipline.
