SKIMS Dir selection: Officials 'fudge' orders to induct influential docs in list

Srinagar, May 27: A massive distortion of Government orders has surfaced in selection of upcoming Director SKIMS, Srinagar, as officials concerned in the institute have allegedly fudged government orders to include influential doctors in the list of applicants.
Documents accessed by Early Times reveal that officials at SKIMS are involved in fudging of previously announced government orders to include some influential doctors in the applicant list for selection of new Director.
The content of one order vide ME/NG/71/2016/SKIMS dated 05/04/2016 signed by Dr MK Bhandari, then secretary to Government Health and medical education reads that the age of Candidate (Director SKIMS) at the time of appointment should not exceed '60' years and this age limit shall not be subject to any relaxation.
Surprisingly another government order framed by SKIMS officials vide 09-SKIMS of 2016 dated 29/04/2016 reads that "in partial modification of government order no-12-SKIMS of 2010,dated 14 May,2010,SNO.02 in schedule-II of the said order relating to upper age limit shall be hereafter read as below, that is the age of the candidate on January 01 of the year of advertisement shall not exceed "62" years and this age limit shall not be subject to any relaxation."
The second order issued after advertisement of first notification for age limit according to credible sources was done by concerned officials to include some influential Doctors in the applicant list for selection of Director SKIMS.
They said that two influential Doctors who are now in applicant list had actually crossed '60' age mark and it was only after using their political and bureaucratic influence both managed to fudge earlier government order related to age limit to apply for the post.
To keep themselves on safer side, sources said that concerned officials at SKIMS in a deceptive manner got the fudged order approved from the Chief Minister, Mehbooba Mufti without informing her about earlier notification issued which restricts upper age limit as '60' instead 62.
"One particular lobby of Doctors posted at SKIMS is doing all this to project one tainted Doctor as new Director SKIMS, Higher ups in administration are not aware about such kind of wrong doings happening to grab the Chair of Director of premier Health Institute."
As per guidelines, the governing body of SKIMS institute shall be the appointing authority for the post of Director and the power of relaxation remains with state government.
Governor NN Vohra who is also Chairman of the governing body of SKIMS has though authorized three members to appoint Director for SKIMS on merit bases, however according to sources nothing such happens on ground as Political interference always plays a vital role in selection of Director for SKIMS.
The three experts nominated for the purpose by Governor NN Vohra include two eminent experts namely Professor MC Mishra, director all India institute of Medical sciences New Delhi,Dr Yogesh Chawala, Director Postgraduate institute of medical education and research, Chandigarh and eminent Medical expert DR A.K Nagpal, member, Task force.
When contacted Minister for Health and medical education, Bhali Bhagat said that he will not allow any sort of favoritism in selection of new Director for SKIMS and will cross check all the documents once again to make selection in a transparent manner.
