Nothing is changed in Kashmir

Combination of BJP and PDP ruling alliance in J&K has not yielded any respite to socio-political life in the state. Their alliance is more a political necessity where BJP Jammu has virtually surrendered Jammu interests and party ideology to PDP, a Kashmir centric party. Pawan Gupta, an independent MLA from Udhampur too gave a clarion call a week back that BJP has merged with PDP in the state. The recent killing of three police men at Zadibal and Tengpura by Hizbul Mujahdeen and killing of security forces and civilian casualties and in various militant encounters in parts of Kashmir are enough pointers to exhibit that militancy has not subsided. Allegedly ,the revenge killing of innocent two boys by the police in follow up of the police casualties would infuriate people more than to cool them. And infiltration of Pakistan trained militants is increasing into J&K through porous border along LOC, despite vigil maintained by Indian security forces with the help of latest electronic devices to check sneaking groups. Six militants and one security man in Tangmarg and Kupwara were killed on 27 May in encounter with Indian security forces. On the other side, Kashmiri public is no way giving up their antagonism against India occupation. Complete strike was observed in all townships on a simple shutdown call given by Huryiat leaders, SAS Gillani, Yassin Malike, Mirwaiz Umar on 26 May as a protest against Sainik colony for retired army persons of Jammu & Kashmir and Pandit colony for the return of Kashmiri Pandit who were forced to leave the valley in 1989-90 under the fear of Pakistan terror with the support of trained Kashmir militants. Conceived Sainik colony in the valley is basically to settle the retired state subject army men who had served in Indian army not only in J&K state but in other sectors of Indian border. They have constitutional right to settle within the state any where. APHC leadership is on flimsy ground to withhold settling of retired army men in the valley. In similar way, all class of Kashmiri leaders from Dr Farooq to Yassin Malike publicly acknowledge that KPs are part of major Kashmir Muslim society, but when the question of their return to colonies is mooted, Kashmiri Muslim as a whole protest in single voice against their settlement in enclaves. Moreover they give malicious,repugnant argument that KPs settlement in enclaves would make inroads for demographic change. This is nothing but a communal bias cultivated among the people against KPs and their return.
Though no public disorder was noticed in any part of the valley yet the people showed adherence to the call of All Party Huriyat Conference. Even religious leader like Mufti Azam and trade unionist like Sampat Prakash supported the shut down call. Sampat Prakash asserted to this extent that he would organise hunger strike if Indian and state governments would go ahead with the establishment of Sainik and Pandit colonies. People in large were sounded by three AHPC leaders that the following Friday prayers of 27 May after congregation the protest would be there, which means outstretched disturbances, violent demonstration in all over valley to reassert their command on the public. A week back on 21 May, Mirwaiz Umar, Chairman APHC attempted to commemorate the death anniversary of his father late Mirwaiz Farooq and late AG Lone leader of APHC at Eidgah, Srinagar to revive wide public support for their anti India movement but he was house arrested. His supporters did protest in groups in down town locality by waving Pakistani flags, green Islamic and ISIS banners and shouting anti India and pro Pakistani slogans in which denying of religious rights was condemned.
The prevailing situation is based on hard facts in count with us. It is amply evident that communal polarisation has gone to the extreme. With communal mind set among the Muslims in Kashmir with religious radicalization too has involved even the educated, intellectual, academicians and bureaucratic class in Kashmir. The main stream Muslim political class in the State do not dare to confront or oppose these trends or do not work out any result oriented political plan to erode extremism or reduce its influence on the populace.
Impact of radicalization and communalisation was recently witnessed in NIT Srinagar, when Kashmiri Muslim students in NIT Srinagar celebrated the defeat of Indian cricket team in T 20 series by West Indies and anti India slogans were shouted by them on 31 March. Non Kashmir student of NIT could not bear this humiliation, they protested against this anti national utterances and postures of locals with the result there was clash between warring groups. On the following day was Friday 1st April. NIT Srinagar campus is within proximity of famous Hazratbal mosque, which houses Holy relic of the Prophet, Kashmir University campus, surrounded by well to do local population among whom Mirwaiz Umar, Chairman APHC, has his residence. So both students and teaching staff of NIT and Kashmir University do throng this mosque to offer prayers on every Friday. So this local was always susceptible to any kind unrest or some disturbance inevitably. The tussle between outstation students and local students reached to high point when Non Kashmir students waved national flag which was pitched on the ground near administrative block within the campus and shouted pro Indian slogans. The local students of NIT supported by outsiders were angered pro India outburst raised and fluttering of Indian flag along the route by outstation students in the campus. It was the culmination point for group clash between locals and non locals, where police. Non Kashmir student blame local police for being partial in dispersing the lashing groups and questioned the entry of police inside the campus. Outstation students claim that they were indiscriminately lathi charged and police ganged up against them only . Accusation fingers were pointed on the police, who uprooted the pitched national flag, stuffed it with filthy material, dust etc and rolled it round and threw it in the nearby dustbin in the campus. It was insult to national symbol to smear it in dust and pile it in dustbin. It hurts the sentiments of nationalistic students within the campus. Number of outstation students was inflicted with grievous injuries, fractures in limbs and in lower part of their backbone. This commotion within the campus lasted nearly till 5th May, till then non local students flew away to Jammu and Delhi to save their lives from the wrath of police and local administration. Their fear and desperation was ultimate that they wanted either to migrate to other NITs in the country to carry on their studies. If migration would not materialise, they insisted to open camp college in safe zone to continue their studies undisturbed. Outstation students knocked at many doors in Delhi to get their grievances addressed but none came to their rescue accept assurance of their safety in the campus and security of their academic year. BJP Deputy CM from Jammu refuted that police resorted to heavy lathi charges and classified police action as a mild one. Nayeem Akhtar PDP Education Minister convinced students that their problems would be looked into, a team would be assigned for the same. Simriti Irani Union HRD Minister proclaimed that she would talk to Mehbooba Mufti state CM to see that no injustices should be done to the students. Politics statements across the party line in the valley and from rest of country trickled out to maintain peace and harmony in among students In NIT Srinagar. Despite all these promises, outstation students were not satisfied that they would be dealt unbiased. The whole lot of teaching staff strength nearly of 150 in NIT Srinagar mainly comprised only Kashmiri Muslim who are more cordial and accommodative to local students due to their ethnicity and religious affinity than to non Kashmir students. Both teachers and students of NIT Srinagar are averse to India.
Outstation students of NIT Srinagar have developed mistrust on Kashmiri teaching staff and would face discrimination in session awards by hostile professors. It was noted by them that local teachers within the campus do not exchanging pleasantries and morning wishes in their lingo Franca such as Salam Alakum, Adab, Satsirya Akal, Namasta but say Jiva Pakistan - Jiva Pakistan.
Before its nomenclature from Regional Engineering College, Srinagar was changed to NIT Srinagar, the selection of the teaching staff was done on exclusive merit and higher academic qualification. And staff was selected through open competition from any part of the country. The percentage of local teaching staff in REC Srinagar was within the required percentage as per the provisions of the HRD Ministry. Later on the standard criteria of selecting the teaching staff got breached by political favours, nepotism and family connections. All previous laid out principles of merit, higher academic degrees and research accomplishments for getting into NIT Srinagar were thrown to winds. Over and above to the down fall of quality professional education in NIT Srinagar, the influence of Kashmir militancy from 1989 onward and its ramification of Islamic radicalisation added its own woes to the institutional degradation. Governments of the time at Central and in State in connivance with each other pulled wools over their eyes just to appease the majority people to fill up staff with valley based teaching staff only, little abided by the national level pre conditions of selections. Though the NIT Srinagar is financed, funded and administered by HRD Ministry rules and provisions yet it should not get drift into parochial hands of certain elements.
