NFSA: CAPD Minister under fire from all quarters
PDP legislators target party colleague

SRINAGAR, May 28: In a major embarrassment to the treasury benches legislators of Peoples Democratic Party (PDP) and Bharatiya Janata Party (BJP) gave vent to their anger and attacked the Consumer Affairs & Public Distribution (CAPD) department minister, Chaudhary Zulfiqar Ali in the Assembly during the question hour today.
As the CAPD minister was replying to the question of Ali Mohammad Sagar (National Conference) about the implementation of National Food Security Act (NFSA) in the state, PDP's legislator from Sonwar and former minister Mohammad Ashraf Mir stood up and raised the issue of deletion of names from the ration list in his constituency. He said that no procedure whatsoever has been followed in this regard.
Reacting to the observations made by Mir, the CAPD minister said that MLA Sonwar is desperate since he has lost his ministry recently. "In kee haal haal mein hee ministry chali gayi hai isi liye yeh aisa bol rahe hain (he has recently lost his ministry and it is due to this reason that he is saying like that)," said Zulfiqar while pointing towards Mir.
On this the MLA Sonwar retorted and said that CAPD minister has not inherited the ministry through legacy. He was joined by party legislators Javed Mustafa Mir, Abdul Majeed Padder and Yawar Dilawar Mir. BJP legislator from Ram Nagar, Ranbir Singh Pathania also joined the chorus and criticized the functioning of CAPD department. Pathania said that there is mess in his constituency with people being denied ration for the past four months.
Yawar who represents Rafiabad constituency said that CAPD minister would definitely lose his chair if he continues to 'mislead' the house over the distribution of ration in the state. The criticism of the PDP legislators of their own minister drew applauds from legislators of NC and Congress. The NC and Congress members could be seen thumping the desks as the PDP legislators were busy in criticizing Zulfiqar and his department.
Sagar took a dig at the statement of CAPD minster and said that protests are going on across the state against the implementation of NFSA in the state. He said that only three and half kilograms of rice are being provided per soul to the families on monthly basis adding that these too are being provided at 'exorbitant' rates.
The NC legislator said that 27 lakh souls would be deprived of getting ration at subsidized rates in the state once the NFSA is implemented in letter and spirit in Jammu & Kashmir. In his reply the CAPD minister said that out of the total population of 1.25 crores ration on subsidized rates would be provided to 1.19 crores in the state. He said that people falling under the High Income Group and holding constitutional positions would be left out of NFSA. Earlier in the day when the proceedings started the legislators of NC and Congress stood up and raised the issue of rehabilitation of 2014 flood victims. These legislators alleged that flood hit people have been left high and dry by the state government.
They demanded an answer from the government over the components of Rs. 80,000 crore package announced by Prime Minister, Narinder Modi during a rally in November last year. The members carried out a brief walk-out as the state government did not respond to their demand.
