Situation not conducive for KPs to return to native places: CM

SRINAGAR, May 28: Chief Minister Mehbooba Mufti today said that the situation in Kashmir valley is not conducive for the Kashmiri Pandits to settle down at their native places. She said the decision of forming government with Bharatiya Janta Party (BJP) was equivalent to the decision of acceding with Union of India taken in 1947.
Winding up the discussion on the Governor's address in the legislative assembly today, Mehbooba said the coalition government is committed to the return of Kashmiri Pandits to the valley in a dignified manner. She said that previous governments in the state have failed to move ahead with their plan of return of Kashmiri Pandits.
"My government is firm on its stand with regard to the return of Kashmiri Pandits to the valley and we will bring them back. We will provide transit accommodation to the Kashmiri Pandits who wish to come back. Fifty percent of the accommodation would be provided to the Kashmiri Pandits while as the remaining 50 percent accommodation would be given to the people belonging to the other communities," said the chief minister.
Mehbooba said that many of the political leaders and workers had to move from villages and are living in different hotels in the Srinagar city. She said that if these people are not willing to go back to their native places how can one expect that Kashmiri Pandits would settle down at their native places. She added the same is possible only when the situation is conducive.
"All the people who have migrated should come back and the state government is quite serious in this regard. We would provide composite facility at the transit accommodation and it would not be exclusive. All the Kashmiri Pandits, Muslims, Sikhs and others who left this place should come back and settle down at these transit accommodations," said the chief minister.
Referring to the controversy over the establishment of Sainik Colony, Mehbooba said that only state subjects would be allowed to establish such a colony in the Kashmir valley. She was quick to add that no land whatsoever has been identified so far in this regard and only rumours are doing rounds in this respect.
"The Sainik Board was established in 1965 and following this the Sainik Colony at Jammu was inaugurated by then chief minister Sheikh Mohammad Abdullah. In the recent past many meetings of the Board have been conducted. When I took over as the chief minister of the state the Governor convened a meeting of the Board but I could not attend the same due to ill-health," said the chief minister.
Mehbooba trained guns at leader of opposition Omar Abdullah and said that non-state subjects would not be rehabilitated in the Sainik Colony as and when it comes up. She said the issue is being exploited by some elements for their own benefit adding that people should not be 'misled' by such people.
The chief minister said that since Prime Minister Narinder Modi has got the mandate of the people of the country he should foster friendly relations with Pakistan and carry out dialogue with the neighbouring country. He said this would ensure that people of Jammu & Kashmir come out of the miserable situation which they are facing at present due to the hostilities between India and Pakistan.
"Not only have the people of Kashmir suffered due to the skirmishes between India and Pakistan, but also the people living in Jammu region. As and when there is firing on the border the people living on the border in Jammu become the first casualty. When there is peace between India and Pakistan the people of state are bound to get benefitted," said Mehbooba.
The chief minister said that the decision to align with BJP for government formation in the state was not easy one but a difficult one. She said the decision was taken only to ensure that the people of Jammu are not left out. She said the coalition was formed out of compulsion since valley voted for PDP while as the people of Jammu voted for the BJP in 2014 assembly elections.
"In 1947 the tallest leader of the state Sheikh Mohammad Abdullah took the decision of acceding with India despite the fact that Jammu & Kashmir is a Muslim majority state. When my father (late Mufti Mohammad Sayeed) took the decision of forming the government with BJP, I objected to the same. However, my father said that decision to form government with BJP has been taken to ensure that the people of Kashmir and Jammu regions come close," said Mehbooba.
The chief minister said that extension of National Eligibility Entrance Test (NEET) is not going to attack the special position of Jammu & Kashmir. She said that since 1964 the state is following the guidelines set out by Medical Council of India. She added that students of state are brilliant and they can compete at the national level in any examination with the same being proved by successes achieved in IAS and other examinations.
Mehbooba said that PDP-BJP 'Agenda of Alliance' is not event-related and it is a process which is being and would be taken to the logical conclusion through tangible initiatives at political, economic and administrative fronts. "We have demonstrated that during our brief stint in power between 2002 and 2005, and would continue to pursue our core ideals with unflinching consistency in our present tenure in the Government," she said.
The Chief Minister said when Mufti Sayeed came into power in 2002, the Hurriyat leaders were given political space and they were allowed to hold rallies across the nook and corner of Jammu and Kashmir. She said the UPA-II abandoned the reconciliation processes started by the government between 2002 and 2005 and all the confidence building measures were put on the back burner.
