'Tainted ' CAPD Assistant Director holds three posts
Deptt violates transfer policy

SRINAGAR, May 29: Government has failed to act against a "tainted" official in the Consumer Affairs and Public Distribution department Kashmir whose has been allegedly involved in various ration scams in central Kashmir's Budgam district. Department has even violated its own transfer policy for this "blue eyed" officer.
Assistant Director CAPD in Budgam district is holding the current post since 2013. The official was suspended under order No DCAPD/PS/2014/G dated September 9, 2014 and was attached to the directorate of CAPD for his alleged involvement in misappropriation of ration. But instead of taking action against him, he was reinstated on October 16, 2014 under order No CAPD/Trf/DC/CI and retained at his previous place of posting at Budgam. Official sources said the tainted official was reinstated as he enjoys strong political connections.
In 2015, he was transferred as Assistant Director Srinagar South and he also held additional charge Budgam. But instead of taking away additional charge from him, he continues to hold full-fledged charge of Assistant Director Budgam till date.
In 2014, around 3000 quintals of rice went missing from a granary in Chadoora area of Budgam district. During the September 2014 floods, over 10,000 quintals of rice meant for flood relief were missing. But despite that no action was taken against any of the officials and the efforts are being made according to sources to hush up the matter.
After failing to take action against him, on August 13, 2015 under government order No 85-CAPD 2015, he was given another additional charge of the post for Deputy Director Ladakh supplies, In violation of administrative rules laid down by GAD.
"The official is having strong political backing and does not want to leave the current postings despite many enquiries are pending against him," sources said.
As per the transfer policy of the CAPD department, a copy of which lies with Early Times says that transfer policy of the state government provides for a minimum of 2 year and a maximum of three years stay of an official on one post.
"A government employee holding any post may be transferred even before the completion of minimum tenure if there is enquiry or disciplinary proceedings against him her," the transfer policy says.
Sources further allege that there is strong nexus between this Assistant Director and some of the higher officials in the department who are not only aiding and abetting his activities but taking special care of the additional charges assigned to him.
Government had also initiated an enquiry in April after people from scores of areas of Budgam complained that they didn't receive the ration in the month of January2016. "Even after around two months having passed since the probe was ordered, nobody knows the fate of the enquiry nor any action has been taken," a senior official said.
On 5 May 2016, CAPD Minister Chowdhary Zulfikar in a press conference said there will be a time bound enquiry within 10 days into the alleged ration scam of the Budgam district and assured that strict action will be taken against the officials involved in the scam. But the authorities are tightlipped to share any details.
Director CAPD Kashmir Mushtaq Shah when asked how an official, who was suspended for being allegedly involved in missing ration scam was not transferred and is holding three posts, he replied, "I can't do anything on my own. The GAD takes the decision about the transfer of officials of the CAPD department and their suspension," the Director said.
