Reservation in promotion row : NC's SC cell castigate govt

Jammu, May 30: The NC's SC Cell on Monday castigated state government for its failure to defend reservation in promotion.
According to press release, protest was lodged by National Conference Scheduled Caste Cell under the Chairmanship of Vijay Lochan regarding failure of Govt. of Jammu and Kashmir to protect reservation in promotion for reserved categories. "The reservation for SC/ST started with the adoption of constitution of India in 1950. But in our state, the reservation started in 1970-71 after the struggle and scarification of Dalit leaders", he said, adding that reservation was provided through SRO's and reservation Act was framed in 2004 and reservation rules were framed in oct,2005 and SRO-294 was issued.
"Reservation in promotion is provided by section 6 of Reservation Act and Rules 9, 10 and 34 of SRO 294. High Court struck down section 6 of Reservation Act because Govt. of Jammu and Kashmir could not protect its own Reservation Act", Lochan said, and added that reservation in promotion was stopped vide Supreme Court Judgement of Indira Sahwhey and 77th Constitutional Amendment was made.
He said that the constitutional amendments 77th, 81st, 82nd and 85th were made applicable throughout country but, J&K Govt. failed to implement these amendments.
"The Assembly session is going on in Jammu and Kashmir State. The National Conference SC Cell demand Govt. of Jammu and Kashmir to bring legislation in State Assembly to make provision of Reservation in promotion to give justice to reserved category employees in the State", he said. He was accompanied by Shamlal Basson, Rtd. IG C.L Banal, Rtd. ADG Kesar Singh, M L Banalia, Simar Dass. Dr. Shivgotra, Madan Lal, Prem Nath, Sarpanch Joginder Lal, Sarpanch Bishan Dass, Sarpanch Raj Kumar, Sarpanch Baru Ram, Ex-Corp. Subash Bhagat
Desraj, Thoruram Mandi, Shorn Nath Taroch, Raj Kalsi, Mangat Ram and Devi Ditta.
