SRINAGAR, May 30: While it has become a trend at the Civil Secretariat Srinagar where ministers issue DOs (official letters) to most of the visitors, asking officials to look into their demands, but the concerned authorities rarely accept such letters.
Official sources said although ministers issue around 2000 such letters every month , there has been poor response from the officials with most of the grievances and demands remaining unaddressed. "Actually the ministers know how to please their workers by giving a DO although we know the officials won't entertain such recommendations of the ministers," a senior official said.
Mohammad Riyaz Wani, a resident of Kupwara said he was given official letters twice by two ministers in the last one months, asking PDD authorities to sanction new transformer to his area. "When I approached the PDD authorities with the official letter, they (PDD officials) told me that each day 10 to 15 people come up with such letters," Shafi said, who was waiting in a queue at the Civil Secretariat to make minister again hear his grievance.
"The PDD officials told me that how was it possible to resolve all the issues which ministers mention on DOs since the department was facing paucity of funds," he said.
An official, who works in the personnel section of a senior minister said they issue around 10 official letters on an average daily on the directions of the minister to get redressal of people's demands. "But most of the people return and again seek intervention of the minister when their issues remain unresolved. There has been very poor response on these letters by the officials," he said.
He said people come with the demands of jobs, roads, transformers, water supply, non availability of ration, health care facilities, and rehabilitation of flood victims.
He said youths are also coming to seek ministers' intervention for getting the loan sanctioned from a Bank and for transfer of employees.
"The ministers can't annoy visitors and have adopted a trick to give DOs for the sake of people's satisfaction," an official said, who works in the personnel section of Horticulture Minister.
"If any minister ignore workers request then these people won't help him in the next elections. These letters are issued on the political gains but they turn a time wasting process for the people and their issues most of the times remain unresolved," the official said.
He said the personnel section of most of the ministers' issue around 10 such letter on an average daily.
There are 17 Cabinet ministers and 06 minister of state in the Mehbooba Mufti led government with sources said over 2000 such letters are issued in just a month time by these ministers.
Ali Mohammad, a political worker from Chadoora said he has been visiting the Civil Secretariat for the last three days to meet a minister. "I have to meet a minister. I have a lone handicapped son for whom I need a job. One of the minister from the Mufti Mohammad Sayeed led government once gave me a DO, asking a Director of one of the departments to appoint my son as the daily wager. When I showed the official letter to the Director, he didn't help me and said ministers were only befooling people by giving these letters," he said.
