SVC orders to register FIR against R&B Xen, AEE, JE | | | Early Times Report Jammu, May 31: The state vigilance commission (SVC), which met here today under the chairmanship of chief vigilance commissioner, has ordered to register a formal case against three engineers of R&B division, Udhampur. SVC asked the IGP of vigilance organisation to file FIR against then executive engineer (Xen) Suraj Prakash, assistant executive engineer (AEE) Ram Gopal and JE Sanjay Atri of R&B division, Udhampur, for their omissions and commissions while discharging official duties. A directive was also issued to recover Rs 2,45,179 from them. VO too had earlier received a complaint from the deputy commissioner, Udhampur, alleging that quality parameters were not followed and maintained by the R&B division, Udhampur, while repairing and black topping the 4 km stretch of 17. 5 km Jakhani-Pakhlia road in 2010, costing Rs 20 lakh. Taking its cognizance, the VO got the matter enquired and submitted a report to the commission for action. The enquiry report revealed that department had incurred Rs 64 lakh on the development of road from 2007 to 2011 and the work in question had been undertaken departmentally by PWD (R&B) without inviting tenders. The report mentioned that repair and black topping on 4 km road stretch was executed without constructing cross drainage because of which potholes and cracks developed on it. Lack of supervision, poor consolidation and recharging excess metal stretches on already laid WBM grade IInd and grade IIIrd in excess of allowed quantity had caused a loss of Rs 2,45,179, the report said. SVC, after having a threadbare discussion on the enquiry report, observed that the officers had misused and abused their official position and decided to get a formal case registered against these three engineers of R&B department and directed the VO IGP to implement the decision early and undertake investigation. |
