FTS still a distant dream in Civil Secretariat

Jammu, June 24: File Tracking system, a directive Chief Minister Mehbooba Mufti ordered soon after taking over the reins of the government has yet to see the light of the day in the echelons of power in Civil Secretariat, thanks to ministers, babus and officials who are not letting this happen to cover up delay in disposal on their end.
Ministers should not retain the files for more than 3 days has come as a hollow assertion from the government yet again, contradicting the scene on the ground where files remain pending for uncertain period. The government came out with this assertion on the floor of the House on Wednesday that files with the administrative departments must be cleared within a period of 21 days and ministers should not 3 days in their respective departments, all to ensure speedy disposal and relief to people. This assertion came in the reply to one of the queries with regard to pendency of files in the Secretariat which refutes the actual status of the files pending for a long time with various ministries.
As pendency of files is linked to menace of corruption, the File Tracking System that was aimed to ensure disposal within stipulated time is yet to start, sources within the administrative department said. Even though Chief Minister Mehbooba Mufti has expressed her intent in transparency in the disposal of files and she wants her ministers and bureaucrats to pay heed to the deadline for disposal, after over two months, things are on happening on the line desired by her, sources said adding that people are made to make unnecessary rounds to the Civil Secretariat just to know the status of their files, not to speak of disposal within a reasonable time which still remains a distant dream.
Surprisingly, in reminding the ministers and administrative secretaries in the House, the government has indeed made the intent of CM clear, yet omission of the progress about FTS is being seen as deliberate as there is neither any movement forward nor would the officials let this system be in place for obvious reasons. As for the query with regard to checking the menace related to file disposal, the government has come out with a rhetoric that departmental vigilance officers in all the administrative departments have been nominated for the purpose, without mentioning how many such cases have been detected by these officers.
