Recruitment scam surfaces in SWD Kashmir

Kulgam, June 26: A recruitment scam has surfaced in Social Welfare department of Kashmir as a preliminary probe has found fictitious appointment orders in DH Pora, Pehloo projects of South Kashmir's Kulgam district.
Reliable sources told Early Times that recruiting authorities of the department have allegedly misused a government order and have made appointments illegally. Dozens of Aagwan Wardi workers and helpers have also been appointed without advertising the posts or sort listing the list of meritorious candidates.
Many appointments have been made on single application mode, information sough through RTI has revealed.
Sources said that on written complaints of aspirants, a probe was initiated by the authorities in district Kulgam.
Preliminary probe has found fictitious appointment orders in DH Pora and Pehloo Child Development Projects besides a "authenticated" government order on which appointments have been made.
"The order SW/ICD/78/ 2013 is authenticated," final report of the enquiring committee framed to probe the scam reads.
Official sources said that it is this order which lower rung officers have misused to appoint blue-eyed candidates.
Through this order, Omar Abdullah government had then sanctioned the creation of 31 posts in year 2013, however 20 were later relocated and only 11 were sanctioned for the Pehloo project.
Posts were not advertised and appointments were made on single application mode, they said.
"Had they advertised the posts then many aspirants have applied but we documents which we acquired from the department reveal that only one candidate applied for each post," an officer who is member of the enquiring committee told ET.
He said that they have also found fictitious appointment orders. "This is Preliminary probe we have to send some appointment orders Forensic lab," he added.
According to preliminary report, an elected Panch is also working as Aaagwardi Helper. Blue-eyed candidate identified as Wazira Banoo w/o Mohd Yousf R/o Sarnag, an elected Panch is also working as Aaagwardi Helper in the department. "She is drawing salaries from both the departments," he claimed.
