Academic arrangements of Valley allege disparity

Srinagar, June 27: Academic arrangements working as Assistant Professors, Lecturers in various degree colleges of Kashmir division have accused state government of disparity vis-à-vis regularization of their services and framing of job policy for them.
These academic arrangements also accused government of changing the nomenclature of their posts from contractual lecturer to academic arrangement only to deny their regularization.
"Despite serving in various colleges for more than a decade on contractual basis, the state government has been insensitive to the career aspect of hundreds of contractual lecturers by not regularizing us, this lax approach of government has rendered us ineligible for applying to other jobs thus putting our career at stake," Ishfaq Ahmad a Lecturer told 'Early Times'.
He said that in all this year's government continued to utilize their services on peanuts and also changed the nomenclature of their post to prevent them from staking claim for regularization after seven years of contract services.
"Earlier we worked as contractual lecturers but all of a sudden a few years back government changed the nomenclature of our post to prevent us from staking claim for regularization, as in case of contract services the services of contractual employee are regularized after seven years of such service," said Murtaza.
The contractual lecturers said that they went from pillar to post to get their demands fulfilled but ended up with nothing except hoax promises and assurances saying, "Nothing on ground was done to secure our future thus pushing us further into despondency and hopelessness".
They said while government took many initiatives and framed policies for regularizing services of adhoc, contractual and consolidated employees working in different departments, no policy was framed for regularizing services of college contractual lecturers.
"Unfortunately academic arrangement lecturers have been kept out of purview of J&K Services (Special Provisions) Act 2010, which provides regularization of adhoc and contractual employees after seven years of service,"
These academic arrangements said that the apathetic approach of higher authorities has put them in a tormenting situation which has affected their families too.
They demanded framing of job policy, amendment in Special Provisions Act 2010, regularization of services and pay hike at par with those performing similar work in nature and threatened of lockout in colleges in case government fails to fulfill their long pending demands.
