| Illegal building raised on Shishu Samadian land | | Admin fails to take action | |  Raj Sandeep

Jammu, June 27: Ineffectiveness of the administration can be gauged from the fact that inspite of knowledge about the encroachment of Shishu Samadian land meant for graveyard of children, the encroacher is continuing construction of double storeyed building on the land unabated.
The sources informed Early Times that in Channi Beja near Patwar Khanna Rakh Bahu, children graveyard called Shishu Samadian land is existing under Khasra No. 49 min belonging to a particular community. About ten and half marlas land has forcibly been encroached by a group of land mafia with the alleged blessings of few middle rung officers of Revenue Department and Jammu Municipal Corporation, the sources said, adding that some portion of graveyard and its bypass lane has been encroached with one encroacher illegally raising double storeyed building without any permission of Municipal Corporation or any ownership of the land and another encroacher has raised four walls unauthorizedly.
The sources said that the matter was brought to the notice of Divisional Commissioner, Jammu by people through an Advocate who directed Jammu Municipal Commissioner endorsing on the complaint to look into the matter and get the illegal encroachment removed after hearing all the parties. On 20-6-16 the people alongwith advocate met Jammu Municipal Commissioner who was informed about illegal construction on the encroached land of children graveyard pointing out that some staff members of Municipality are also hand in gloves with the encroachers facilitating illegal construction there.
The sources informed that immediately after receiving instructions from Div Commissioner Jammu, JMC Commissioner was prompt enough to direct senior Town Planner to enquire into the matter, who in turn asked the illegal party to show the permission of the municipality for raising construction.
On information of the encroacher that he had applied for online permission, the staffer of municipality cross checked the website of department and the version of the encroacher turned out to be a bluff, they said and added that accordingly Jammu Municipal Commissioner passed on directions to the Chief Enforcement Officer of Municipality Kamani Kesar to urgently remove the encroachment on Shishu Samadian land which has not been done so far with encroacher continuing construction of the building without fear of law and law enforcing govt agencies.
Meanwhile one NGO group also met the concerned Naib Tehsildar and SHO of the area with the complaint and the former called for the registration papers of the alleged encroached land of children graveyard from the encroacher, but could not produce the factual documents and the work of construction is going on with impunity there, the sources alleged.
The sources told that despite lapse of eight days of the orders passed both by Divisional Commissioner and Municipal Commissioner Jammu to the municipal field officials, the construction of the building has not been stopped by the concerned officials emboldening encroacher to continue the work illegally.
The sources further told that the matter is of a very sensitive nature involving sentiments of people of a particular community and any further laxity on the part of authorities to control the encroacher and remove the building from the encroached land of Shishu Smadian, the situation may take an ugly turn in the area due to negligence and ineffectiveness of the concerned departments. |
