HC orders CB probe after forensic report shows tampering in SSB award sheet

Srinagar, June 27: Following a report forensic experts regarding tampering of mark award sheet by Service Selection Board to favour a candidate for selection to the post of general line teacher, the state High Court has directed crime branch to a register case and investigate the matter to bring culprits to book.
The petitioner, M Ahmad, had filed a petition in the high court, seeking direction for the his appointment as general line teacher on the ground that he was more meritorious than a candidate who figured at serial number 7 in the teacher's selection list. Against 39.89 points secured by selection candidate, Ahmad claimed that he had secured 40.07 points.
He had cited information received by him on the basis of RTI wherein it was communicated to him that he had secured 19 marks in viva voce out of 20 marks as against 11 marks shown in the selection list that was released by the SSB.
Confronted by this, the Service Selection Board referred the award roll of viva-voce to forensic examination inasmuch as on the face of it, it appeared that there had been some tampering in marks awarded to Ahmad.
The report of the forensic exanimation was produced before the court in a sealed cover and on its opening, a bench of the court comprising Justice D S Thakur observed that original marks allotted to Ahmad in the viva voce were only 11 which has been manipulated and tempered with to it raise them to 19 marks.
"The claim of the petitioner that he was more meritorious having secured more marks than a candidate selected appears to be totally without any basis whatsoever," the court said and dismissed his petition and imposed Rs 25000 cost on the petitioner which shall be deposited in the lawyer welfare fund with a month.
The counsel for the official respondents stated that there had been blatant attempt by the concerned to confer undue benefit on Mushtaq with a view to undermine the entire process for the post of general line teachers by SSB. He prayed that the guilty should be brought to book and proper case be registered in that regard.
"What is stated by the counsel for respondents carries weight. It appears that indeed a blatant attempt of tempering was made which infact undermines the faith which the people repose in the process of selection conducted by the board," the court said and directed crime branch to register case.
