JKCL showers undue benefits on blue-eyed employees

Srinagar, June 30: At a time when its management should have been busy taking corrective measures to revive the fortunes of Jammu and Kashmir Cements Limited, they are allegedly doing the opposite.
According to insiders, Atul Kumar Sharma one of the junior General Managers in J&K cements Ltd who as per the government order is looking after the work of the Managing Director till a suitable arrangement is made, is showering undue benefits on some blue-eyed employees in the corporation without caring for the financial health of it.
The insiders said that though corporation over the last three years has witnessed sharp decline in all the wings and is at present struggling for revival, the General Manager is grossly showering favour to few blue eyed officials and officers who have no role to bring about change in the corporation.
The insiders alleged that one junior ranking engineer has been unlawfully elevated to the post of AEE civil.
The order no JKCL: P&A:OO/2016-465 which is in the possession of early times reads: " Mr Mushtaq Ahmad Bhat, is hereby designated as Assistant Executive Engineer in his personal capacity whose services shall be utilized for supervision/monitoring of all civil jobs undertaken by the company and the said official will be responsible for execution/completion of civil works as per PWD specification/norms/schedule of J&K government in vogue.
However insiders said that such post and designation is not available on organization chart and the action is absolutely illegal by the management.
They said that not only this the in-charge MD has endorsed the wrong doing of the former managing director by upholding certain promotion orders.
One such order issued by the management on 10 /6 /2016 reads: " The monthly remuneration of following seven consolidated employees was enhanced to the minimum pay band plus grade pay viz Rs 5200-20200, GP 1800 with effect from 1.03. 2014, besides entitled fro DA as per office order No. JKCL:P&A:PF:2014-4274 dated 14.03.2014.
The order further reads that however, "it has been reported that their salaries have been released from November, 2014 on enhanced remunerations instead of 01.03.2014. It has been further reported that salaries in respect of consolidated employees depicting in order No.3204 dated 1.3.2014 have been released on enhanced rates from the date of issue of order. In order to avert discrepancies created due to unknown reasons, FA & CAO is requested to release salaries as per the order NO. JKCL: P&A: PF: 2014-3205 dated 01. 03 2014 in favour of above named employees,".
Sources said that the finance wing of the corporation has however withheld the salaries after the employees have objected the said order.
"There is a discontent among the employees who consider themselves to be holding the merit over and above the blue eyed favoured junior officials It is unfortunate that the General Manager, presently in-charge MD has adopted the path of cornering the genuine employees as was being done by the earlier managing director who was demoted to the post of General Manger SICOP," said one of the insiders.
The employees alleged that the official is promoting employees who are closer to him and have "tacit understanding" with him.
However when contacted the General Manager, he denied of having favoured any officials, officer. "If at all some transfer or adjustment has been done, these are all in the interest of corporation," he said.
The official claimed that since he is looking the work of the MD he has released all salaries, arrears, CP fund of the employees and also claimed the increased in the production of cement. "There has been a record production increase since January 2016," he said.
It is to mention here that soon after the then I/C Managing Director was demoted to the post of General Manger SICOP, the government in order no 01. IND of 2016 dated 02.0. 2016 ordered Atul Sharma, General Manager in JK cements ltd to look after the work of MD in addition to his own duties till a suitable arrangement is made.
