Thanedaars refuse to register FIRs; people fuming

Jammu, Jane 30: The general tendency of most of the policemen heading police stations to avoid registering complaint is causing great harassment to complainants.
There are many instances when people in khaki were not found receptive to entertain persons coming in police stations to express their grievances and file complaint there, the sources told adding that their first reaction will be to resist writing complaint on flimsy grounds making complainant to go from pillar to post or finally return back home .
The sources told that generally people themselves avoid visiting police stations for redressal of their complaints as police department has not yet been able to develop and strengthen friendly relations with the public despite huge drum beatings by the police department .
The sources added that if at all a person forgetfully happens to visit a police station, he has to confront with unnecessary queries from Thanedaar sitting there as a king of law execution instead of getting his FIR lodged and then his ordeal of taking rounds of police Station starts unhindered.
Citing few such cases of non attendance at the police station by policeman, the sources told that a motor cycle of Swaran Singh of Krishna Nagar was stolen from outside his residence and he approached police station Miran Sahib next day with written complaint for registration of case, but in vain till some influential person from IV Estate intervened, but motor cycle could not be traced by local police despite lapse of nearly three months.
The sources further told that one Balbir Singh R/O Chann Khatrian of Hiranagar, who is in the army was beaten and his mob bike and gold chain by snatched by miscreants near Cheeche Mata in Samba district in the month of May 2016 but the incharge police station Supwal failed to write FIR till today seemingly on one pretext or the other ostensibly under some ulterior influence despite tracing out the snatched motor cycle by police party from a house at Kootah Morh two months ago and also medical examination of the victim. The efforts of complainant to get the FIR filed against miscreants have proved totally futile despite repeated visits to incharge police station besides bringing it to the notice of district police head of Samba.
In another case reported in print media, the police deliberately avoided and failed to register FIR by police station Hiranagar against culprits made by a poor complainant in writing who broke open the shop of one Balkar Singh of Kootah last year and encroached ,even finally on intervention of Court. This indicates how much respect persons in khaki has in their mind who even do not bother for Court and what can be the fate of common aggrieved person firstly approaching the police station, the sources pointed out .
The sources told that these are few instances having come to notice and there may be many more unnoticed where public has to face the harassment at police station for their fault of approaching there to seek investigation of complaint and justice.
While talking to Early Times, the insider told that there has been self organised system of generally ignoring the complainants for keeping graph of crime rate at the lowest ebbs in the area than it is factually prevailing there to paint a fake show of all is well. This way the juniors are able to allegedly hoodwink the higher ups in police and keep them in darkness showing a rosy picture in their jurisdiction.
Another argument advanced to desist from encouraging complainants , the source told that due to paucity of required manpower in the police stations it is difficult rather impossible to investigate the case and is felt convenient to avoid entertaining complaints of public unless a pressure is mounted by whatever means.
The sources opine that executive police has established hegemony who are the masters of applying various sections of laws the way it suits them to favour a party and not to the actual complainant who is monetarily poor and unconnected to influence them in his favour. They spell out suggestively that there is an urgent need to change the old system and enforce rotation system of police men to shift from executive to non executive to serve as checks and balances and demolish fiefdom of one section .
Senior citizens comprising of retired police and civil servants opine that in order to improve the policing system at the police stations, huge gap between the executive and non executive below the DSP level is required to be bridged to bring out best possible talented and professionally sound policemen having good service record with established impeccable integrity.
Another view forwarded by a section of society is to formulate committees of civil society at the tehsil level authorised by the government to facilitate complainants in their area to approach them in case any dilly dally is done at the police station for writing FIR. This will further build and consolidate people friendly relations of police with objective to restore the working reputation of police and sagging confidence of public in the police who fear to visit police station .
They further say that the talks of modernised police stations equipped with scientific equipments, internet facility and online registration of FIRs have so far remained confined to files and people are waiting for the day when they are provided with the facility to file their complaints online sitting at home instead of having rounds of police Station for this purpose causing unnecessary embarrassment to law abiding citizens of the State.
