Ranbir Press upgradation: A tactic to loot state exchequer?

Jammu, July 10: The Higher Officer Ranbir Press has forwarded a proposal to the government for upgradation of the press, which informed sources believe is a tactic to "loot the state exchequer."
According to sources, restructuring / reorganization is virtually up-gradation of the department for which he had forwarded a proposal to finance department for reorganization of the department by reduction of technical posts to elevate his own post equivalent to Secretary grade.
The sources said he along with his few union members who are going at the verge of retirement are misleading the innocent employees of the press and pressing them to generate an illegal funds worth lakhs of rupees passing the same to authorities for upgrading of their present pay scales from finance department where file for reorganization process is already in process.
Sources further maintained that Higher Officer who was appointed as a machine man and reached to the post of Higher Officer by managing all the affairs by illegal means and now wants to promote himself in the pay band of secretary for which he forwarded a proposal for restructuring of the department with a plea that restructure would decrease the financial implication by reducing some technical posts. All other Higher Officers from time to time created suitable posts for the betterment of the department but present Higher Officer for his own vested interest is reducing almost 20 to 25 % strength of the department instead of expansion that too of lower grade posts.
Around 25 to 30 need based daily wager in Jammu Press and 40 to 45 Need based in Govt. Press Srinagar have been engaged by him with the plea to accommodate the shortage of staff and on the other hand he abolishing the existing present post in his Reorganization Proposal just for his self interest.
Moreover he managed to re-designate 48 technical posts of inker feeders to Orderlies by ignoring the technical trained apprentices who proved assets to the government presses in the past. This move was planned to accommodate his own nontechnical persons who were not eligible for the technical posts of inker feeder for his vested interest and which will adversely affect the technical nature of working of the department in absence of skilful technical qualified inker feeder and also create unemployment due to reduction of huge number of posts.
Pertinently, the financial implications were reduced in non-gazetted posts only but in gazzetted post it is increased.
As per the copy of proposal in possession of Early Times, the Higher Officer who is presently falling under pay band of 15600+39100+7600 suggested increase his pay band to 37400+67000+8700 with financial implication 1260804 which is 924936 at present.
The proposal further reads that a new post of section officer-1 is proposed with pay band of 9300+34800+4600 by reducing a post of Junior Assistant while post of store keeper is proposed upgraded with pay band of 9300+34800+4200 presently which is 5200-20200+2400.
The post of printing supervisor with pay band 9300-34800+4280 with foreman printing with pay band of 9300-34800+4280 by re-designation of foreman printing and reduction of one post of Assistant machine Man.
Similarly, posts of 10 Machine Man Grade-I, 10 Machine Man Grade-II, 8 Machine Man Grade-III and 15 Machine Man Grade-IV have been proposed by transferring & re-designation of 4 posts of Lino Operators from Composing Section and by reducing 12 posts of Machine Man, by re-designation of 8 posts of Sr. Machine Man and reduction of 6 posts of Machine Man, by re-designation of 4 posts of Machine Man and reduction of 6 posts of Assistant Machine Man and by re-designation of 15 posts of Assistant Machine Man & reduction of 7 posts of Compositors and 5 posts of distributors respectively.
Earlier, the Higher Officer Ranbir Government Press Jammu remained in news for the allegations like pilferage of type metal, procurement of sub standard card sheet, Straw Board , purchasing of substandard machinery and material at exorbitant Rates and outsourcing of printing & binding of Jobs from outside the press etc for his monetary benefits.
