Jammu, July 10: In yet in another instance of promotions on the basis of fake degree, over three dozens JEs of mechanical division have been elevated as Executive Engineers on the basis of degrees obtained through distance mode.
Sources told Early Times that 34 JEs in PHE department have been elevated to senior positions, on the basis of degrees obtained by the 'beneficiaries' from distance mode.
"In service Diploma engineers of PHE department have managed to acquire fake degrees from the Institution of Mechanical Engineers (IME) Mumbai", sources said, adding, "surprisingly, these Diploma Civil Engineers have managed to enter government service using Mechanical degrees acquired from the same institute".
"On the basis of these degrees, they have managed to get promotion from JE to AE, AE to AEE. In one such case a diploma holder after acquiring degree through "Off Campus" course from IME Mumbai had managed to become Executive Engineer", they added.
Moreover the All India Council for Technical Education does not recognize degree issued by IME, Mumbai. "Courses run by Institution of Mechanical Engineers (India), Mumbai, through distance education mode are not approved/recognized by the According All India Council for Technical Education (AICTE)", documents available with ET divulged.
Meanwhile stake holders in the department allege that promotions were given on basis of 'fake' degrees against hefty amount, overlooking the rules.
"The degrees obtained by IME, Mumbai are considered at par with Associate Member of the Institution Engineers (AMIE)", sources said, adding that however, like AICETE, the AMIE does not recognize IME Mumbai.
"The Institution of Engineers, in no way whatsoever has any affiliation with the Institution of Mechanical Engineers, Mumbai and the Institution of Civil Engineers, Ludhiana/Delhi for awarding membership to an individual or conducting examination through these professional bodies", sources claimed.
"JKPSC is accepting distance mode degrees obtained through J&K Universities, IGNOU, DOEEAC and Maulana Azad National University (MANU) Hyderabad", RTI reply number PSC/RTI/2012/139 read.
"The only institute which can update in service diploma engineers to Graduate Engineers is an institution of Engineers Kolkata", they added. |
