When shall peace return to Kashmir? Question defies direct answer

Jammu, July 23 :-Washington seems to play politics.On one hand it is keen to promote cordial ties with India,and there is a marked improvement in the US-India relations during the last five years,on the other it does not favour snapping of ties with Pakistan.
If one witnesses too much of Pakistan's interference in Kashmir it is the result of dual policy being followed by Washington.Even while blaming Pakistan for exporting terror to India Washington has been giving both economic and military aid to Pakistan lest Islamabad should totally fall in the lap of China.
And the result of this weak policy is the way extremists and fundamentalists in Pakistan continue to fulminate against India and keep on providing moral and material support to militants who were being assisted by the Pak Army in sneaking into Jammu and Kashmir.
During the last over 20 years Washington has been issuing sermons to Pakistan and no real threat of stopping military and economic aid to Pakistan if it continued to follow anti-India policy.The other day Washington simply expressed its anger against Islamabad for allowing Hafiz Saeed to hold an anti-India rally .Had Washington been sincere in rooting out t error or in combating the menace of terrorism it should have stopped aid to Pakistan telling Islamabad that the aid will be resumed if it takes firm action against terror outfits,extremists and fundamentalists.
It has not done so far and against this China has been needling India because it wants to keep Pakistan in good humour.In the absence of US support to India Pakistan and its agencies continue to export terror to India especially to Jammu and Kashmir.
Some Pak agencies and agents ar e working hard in Kashmir to keep anti-India hysteria on otherwise the recent incidents of violence the result of protest against the killing of Hizbul Mujahideen commander,Burhan Wani,would have not derailed peace in Kashmir.Several thousand militants have been killed in the past 27 years and these killings were not followed by volcanic type violence but the way the valley erupted over Wani's killing indicates that Pakistani agencies besides its agents,the separatists,continue to destabilize the situation in Kashmir.If the Government placed all districts in Kashmir under curfew restrictions to prevent violence after Friday prayers separatists have avenged it by giving yet another call for shutdown for three days.Pre-empting trouble in view of the protest demonstrations after Friday prayers, the authorities have decided to clamp curfew across all districts of Kashmir Valley, while separatists have called for a shutdown tillMonday to protest against the killing of civilians.
An all-party meeting called by Chief Minister Mehbooba Mufti on Thursday had expressed grief over the loss of lives and called for inclusive engagement of all stakeholders to carry out peace and reconciliation process.
During last over 12 days of violence and shutdowns Kashmir has suffered a loss of over Rs.12,000 crores.A major loss to traders.transporters,hoteliers,pporters,ponywallas and those connected with tourism and pilgrim tourism.Yes,this loss can be compensated through hawala money since reports says that Rs.100 crores of hawala money are annually circulated in Kashmir.But the beneficiary are the separatists and leaders of militant outfits.
When shall peace return to Kashmir ? This is a million dollare question which defies a direct answer despite the fact that All Party meet supported resumption of dialogue with Pakistan and separatists.Violence continues despite the fact that the central Government has set up an expert committee to find out suitable replacement for pellet guns which no longer is treated as non-lethal.
