Father appoints his son for 89 days, regularizes services through backdoor channel

JAMMU, July 24: In yet another of instance of nepotism, a father who while being District Social Welfare Officer, appointed his son for 89 days, got his services regularized through the backdoor . "Ghulam Qadir, District Social Welfare Officer, Jammu in 1997 appointed his son as Junior Assistant, on temporary basis, and later allegedly regularized his services under political patronage", sources said.
"Umar Jaan son of Ghulam Qadir resident of Bhallesa, Matric pass and typing trained is hereby appointed as Jr. Assistant in pay scale of 650-1500 plus usual allowance as admissible under rules purely on temporary basis against available vacancy in the office of Tehsil Social Welfare Officer Kishtwar district for a period of 89 days or till selection is made by the competent authority whichever is earlier", order number SWJ/Estt.87/1537-39, dated August 30, 1997 read. The order further read that the DSWO Doda shall allow the appointee only on the production of requisite documents. Sources further said that presently the 'temporary junior assistant', is working at Senior Office in Directorate of Social Welfare Jammu. "Regularisation of his service is still a mystery for others, who have been 'crucified' by putting his name in top in seniority list", sources said, adding that Jaan was promoted on time scale despite the fact that, he was appointed on temporary basis. Sources further said that the department seems to be working for welfare of kith and kin of officers of the department. "Till date, number of cases wherein the top of boss of department had made backdoor appointments of their kith and kin have been exposed", sources said, adding that paradoxically the wrong doings are being over looked by higher-ups and anti-graft agencies.
