Early Times Report

srinagar, July 26: The state high court today asked the state government to take a call on restoration of mobile phone and internet connectivity even as it questioned use of pellet guns by 'untrained' paramilitary forces in the Kashmir Valley.
"Take steps for restoring mobile connectivity in the Kashmir Valley. Huge problems are created because of this now. May be initially it was a requirement but at this distance of time, it may not be," a division bench of Chief Justice N Paul Vasanthakumar and Justice M H Attar said during the hearing of a Public Interest Litigation.
" The court also pulled up the government for continuous use of pellet shotguns, observing that angry people cannot be rendered disabled. "This pellet has now proved to be lethal. These are your own people.
They have anger and it does mean that they should be rendered disabled," the court said.
"CRPF DG himself admitted that the there are untrained companies deployed in the Valley. It may be non-lethal as per you but it becomes lethal when you give to untrained persons," the court said and asked Assistant Solicitor General of India to file response about it "because question arises about handling the of pellet guns that is so important."
"Its use can't be approved now. In extreme circumstances, if required, but we are not approving it, thiis has to be handed by trained person," the court added.
Meanwhile, principal Government Medical College Srinagar informed the court that 185 persons with injuries in eyes were received in SMHS hospital.
"Twenty patients have bilateral eye injury and three patients are badly injured and are still under treatment or management and it is too early to comment that these patients have lost their vision in both the eyes," he said, adding, "The department is fully equipped to deal with any kind of eye trauma including Pellet injuries.
Both vitrectomy units are working and functional. It is specifically denied that it is difficult to conduct all the urgent surgeries in the given time frame."
