Commercialization of agricultural land goes unabated; Revenue Deptt backs violation of HC order

Kathua, July, 29: In violation of a decision High Court directing the Deputy Commissioners to stop conversion of agricultural land into residential colonies or business purposes in their districts, the Revenue Officials allegedly are facilitating menace in connivance with the real estate dealers in Kathua district and its adjoin areas to get agriculture land for commercial uses.
The Human Watch International had filed the PIL seeking directions regarding the agriculture land conversion into residential housing colonies in violation of law including J&K Land Revenue Act, J&K Agrarian Reforms Act and other land laws. But who will bell the cat in district Kathua when protectors (Revenue Officials) themselves were involved in the menace and back property dealers.
In glaring examples a large number of cases came into light after High Court's direction in District Kathua, one of them brought sensation at village Sunjwan, tehsil Marheen, 20 km from Kathua town. Poor farmers got shocked when they came to know about their agricultural land that has been minimized in new Bandobast ( revenue record) and 30-40% of their land has been illegally converted in the name of land mafias duly backed by Revenue officers. Property dealers forcibly got agricultural land and started 'selling' it before them.
Parkash Chand, a victim farmer lamented that his 8 kanal agricultural land allegedly has been converted into merely 5 kanal in revenue record and remaining land allegedly has been encroached by land mafia in connivance with Revenue officers. "His land was 8 kanal in mutation prepared in 1971, he rued and appealed to Revenue Minister to verify the Bandobast prepared by field staff of revenue department.
Another villager Mansa Ram confirmed the conversation of agricultural land unabated in the village. He maintained that 20 brick kilns have been installed in agricultural land under the nose of Revenue officers who may lost HC's direction and act like spectators. The land conversion into residential housing colonies and business purpose is on peak wherein violation of law including J&K Land Revenue Act, J&K agrarian Reforms Act and other Land Laws unabated. Dilwar Singh a Numberdar of the village also informed that despite a notice installed by property dealers, the concerned officers of Revenue department and tehsil administration yet have failed to talke any action to stop their bid. He demanded strict action against tainted officers and serious step to stop conversation of agricultural land.
When contacted Tehsildhar Marheen Jatinder Singh said the revenue documents have not been converted or changed and further ensured of serious action to stop conversation of agricultural land.
He also reaffirmed that illegal construction would be demolished soon.
