Land mafia taking undue advantage of unrest: PDA CEO alerts Govt

Anantnag, July 29: Land mafia is taking undue advantage of prevailing unrest; Chief Executive Officer Pahalgam Development Authority has alerted the state government.
In a letter addressed to Commissioner Secretary Tourism, accessed by Early Times Chief Executive Officer has revealed that many people are taking undue advantage of ongoing unrest and despite warning and notices, a politically backed Srinagar-business man is raising a huge structure on Bijbehara-Pahalgam road despite ban.
The CEO has written that the area from Village Awora to Veersan could turn out to be another Movera as land mafia is targeting fragile region by purchasing the land and later raising structures.
Movera-Village on left side of river Lidder where around over 100 structures were raised illegally by land mafia with the alleged active support of then CEO-Pahalgam Development Authority, officers of revenue, flood control department. Although the PDA claims to have sealed as many as 28 structures in the village but of them continue to function illegally as they aren't registered with the tourism department.
A Srinagar based lawyer-who unsuccessfully contested 2014 assembly elections from Sopore assembly segment-is constructing a huge commercial construction at Versaran Laddi Pahalgam despite asked to stop the same by CEO PDA, however the politically backed continues to raise the structure.
PDA has served many notices to the violator and asked him to stop raising the structure till Chief Town Planer (CTP) advises the developmental Authority over the issue.
PDA sources said that an influential man is allegedly violating master plan 2014-2032, Environment protection act 1986, Building Operations Controlling Authority Act 1988, J&K Development act 1970 and wildlife protection act 1978.
Massive construction on Bijbehara Pahalgam road falls in compartment 48L inside the wildlife sanctuary and extends right into the river on the other side in KP road compartment no. 29 and 30 L, implying a construction of this size and type can't be built here as it will be causing serious damage to the environment, activists opined earlier.
The CEO PDA, who has already written a letter to Chief Town Planner Kashmir and sought expert advice under letter number CEO/PDA/BOCA/984-9 dated 07-07-2016. "Keeping in view the topography of the land and land use plan of the area you are requested to provide your expert advice," letter addressed to CTP reads.
However, interestingly, the violator according to PDA sources resumed construction works the day violence erupted in valley fallowing the killing of Hizb Militant Burhan Wani. "Construction work is taking place at the spot and material is being dumped during nights," sources said.
Like him, several others are took taking undue advantage of current unrest and have resumed the construction works in Pahalgam.
Meanwhile, Police on the directions of PDA have booked three violators including the lawyer.
