Overstaying on deputation, official manages top post in JKCL

Srinagar, July 30: Instead of giving the charge of Managing Director Jammu and Kashmir Cements Ltd to some eligible official, the government has appointed an officer who is overstaying on deputation for years together to administer the corporation.
The government's move has not gone well with the senior officers of the Corporation, who have now approached the court in this regard.
Sources said that the post of MD JK Cements fell vacant in January this year, when its Managing Director, was attached by the government to the General administration department and was subsequently demoted. "Accordingly as per the government order no 01-IND of 2016, the government has asked Atul Sharma, General Manger in J&K cements Limited to look after the work of Managing Director in addition to his own duties till a suitable arrangement is made, but since then the government has failed to appoint new MD," one of the insider said.
He said that Government till date has not even constituted any search committee to launch hunt for a suitable person for the coveted post.
The appointment of the said official as in-charge MD has not gone well with some of the employees of Corporation. They have alleged that the official is illegally overstaying in the JKCL from last five years.
The documents and government orders which have been produced by some employees to Early Times reveal that in the year 2012 Atul Sharma, Project engineer (Civil) SICOP was sent purely on deputation to JKCL as I/C General Manager for the period of one year subject to the condition that there is no senior officer available in JKCL and that the work of JK SICOP will not suffer.
The order signed by the then Deputy Secretary industries and commerce department, dated 11.04.2012 further reads that the official will not confer any right on the incumbent to hold the post substantively.
Accordingly the JK SICOP in its order no IND/SICOP/Depu/2012, dated 11.04 2012 relieved the said official to join the JK cements LTD but on the condition that the official will retain his lein in his parent organization i.e. JK SICOP.
However, the officials have claimed that the in-charge GM post did not exist in the organization chart/ establishment of JKCL instead a post of General Manger is already occupied by.Q. A.Wani incumbent of JKCL).
They said that instead of repatriating him to his parent organization the official has been retained in JKCL from so many years.
The government order which is also in the possession of early TIMES reads, "I am directed to refer your letter No.MD/PER/2014-210 dated 27.12.2014 regarding the subject cited above and to intimate that Atul Sharma, Project Engineer of JK SICOP presently on deputation since 11.04.2012 vide this office communication No. IND/SICOP/Deput/2012 dated 11.04.2012 as I/C General Manager JK Cements Ltd is here by repatriated to his organization i.e. SICOP,".
However the documents alleged that the said official managed a promotion of General manager in JKCL while on deputation and was placed in the pay scale of Rs, 15,500-39100 with grade pay of Rs 7000 under government order no. MD's Genl: 2013/007 dated 11.01.2013.
Surprisingly his parent organization has also endorsed his JKCL promotion. In its letter which is also in the possession of Early Times the JK SICOP has said that the action taken by JK cements limited is confirmed by SICOP and grade/seniority/ Service records of Atul Sharma as General manger shall be set right in our record accordingly.
The said officers maintained that the grade pay 7000 and above are being given to officers in JKCL after seeking approval confirmation from board of Directors which has not been sought in Atul Sharma's case and only approved by the then minister of industries and commerce on the recommendations of then MD JKCL.
They have alleged that the authorities gave him a jump in grade by leaving the middle grade 15600-39100 GP 6600 aside. "This illegal way has paved a way for him to supersede many senior officers and he stands placed at the top most position of JKCL,".
They have appealed the Chief Minister to look into the matter and to appoint the permanent MD who erstwhile was being posted through General Administration department mostly of the rank of Chief Engineer from Mechanical Engineering Department.
