Govt likely to initiate probe, seeks answers for inordinate delay

Srinagar, Aug 4: State government is finally mulling to initiate probe into the inordinate delay done over the establishment of satellite centres by the Higher Education Department in various colleges which resulted into the blockade of funds to the extent of 1.70 crore rupees.
Sources said that the state government while taking note of the delay done in acquisition of the land for the establishment of the satellite centres in state's far flung areas has decided to initiate probe as to what led to the release of rupees 1.70 crores for these centres without any ground report.
Reports informed that for taking education to the less privileged population living in far flung areas of the state of Jammu division, the University of Jammu submitted a proposal for establishing campuses at Bhaderwah, Kathua, Udhampur and Poonch. The government while approving the project then, released Rs 3.70 crore for the five satellite centres.
Documents in possession of the Early Times reveal that rupees 70 lakh were released for Reasi while for Ramnagar rupees 80 lac. were released. Similarly for Surankote Rs. 70 lakh were released and for Billawar and Kishtwar Rs. 1.50 Crore were released respectively. The money was released during the period 2009 to 2012. During the financial year of 2009-10, an amount of rupees 1.40 crores were released while as during the year 2011-12, an amount of 1.85 crores were given. Similarly, Rs. 45 lac. were issued in the year 2011-12.
Reports inform that though three satellite centres were made functional at Kishtwar, Ram Nagar and Reasi, two satellite centres at Billawar and Surankote for which 1.70 crores were released were not made functional due to the non- availability of land. The funds released for the establishment of these two centres were kept in the bank accounts.
It has been informed further that due to the non- serious approach of the then state government, the land for the establishment of the two satellite centres at Billawar and Surankote was not identified due to which people of these two areas were denied the right to acquire higher education.
Sources meanwhile reveal that there was not any serious effort shown by the state government in acquiring the land in these two areas for the satellite campuses and that the project was kept in limbo sans any reason. Even, when the funds to the tune of Rs 1.70 crores were released for establishing of the satellite centres, the helmsmen shelved the project without any follow up.
Meanwhile, sources within the dispensation reveal that the government at present is mulling to get details pertaining to what led the concerned authorities from the period 2009 to 2012 to release funds out of the state exchequer for the project for which land wasn't even identified.
