J&K leaves crores unspent, CSS complete failure

JAMMU, Aug 4: Amid incessant demand for more and more funds from Union government, it is ironic to note that state government failed to utilize funds to the tune of several hundred Crore of rupees, released under two schemes of central government.
Sources in the civil secretariat informed Early Times that for the two consecutive financial years till 2014-15, a major portion of funds, released under the two schemes of Union government remained unspent, exposing the inefficiency of government.
Sources said that the Union Ministry of Panchayati Raj, till 2014-15, was implementing two major schemes namely Rajiv Gandhi Panchayat Shashaktikaran Abhiyan (RGPSA) and District Component of Backward Regions Grant Fund (BRGF) and did liberal funding but state government showed very poor response.
Under District Component of Backward Regions Grant Fund (BRGF) the Union government sanctioned Rs. 89.58 Crores and released Rs. 20.40 Crores out of which only a meagre amount that was Rs. 4.41 was spent by state government. Similarly for the financial year 2014-15 a total of Rs. 81.43 Crores was sanctioned and Rs. 45.67 Crores was released but utilization by state government reported was nil.
Moreover, under Rajiv Gandhi Panchayat Shashaktikaran Abhiyan (RGPSA) the Union government sanctioned Rs. 18.89 Crores and released Rs. 9.45 Crores but utilization remained nil. For the next financial year 2014-15 the Union government sanctioned Rs. 34.20 Crores and released Rs. 8.58 Crores but the utilization result was again nil and for the financial year 2015-16 the Union government sanctioned Rs. 5.25 Crores but didn't release any funds due to failure of state government to utilize the money.
Over the non-releasing of funds in year 2015-16 under RGPSA, the Union government maintained that funds could not be released to Jammu and Kashmir due to unspent balance exceeding releasable amount.
Sources said that under RGPSA, the funds are released to state governments on the basis of annual plans in accordance with the norms of the programme subject to unspent balances as well as utilisation certificates received from states.
"The state level implementing agencies have to utilize the funds as per guidelines of the scheme and also to comply with the specific observations of Central Executive Committee (CEC) in respect of the state plans. Ministry of Panchayati Raj (MoPR) monitors the implementation of programme through progress reports, audit reports, periodic communications to ensure proper utilisation of funds under the programme", sources said.
They further informed that development funds released under BRGF were to be utilized for filling critical gaps vital for development or any purpose coming within the items that are devolved to the local bodies as listed in the Constitution. The BRGF programme was delinked from the budgetary support of central government with effect from 2015-16.
