HC seeks report from Dir Social Welfare, XEn R&B about orphanage | | | Early Times Report
Srinagar, Aug 23: The state high court today directed director social welfare to file a report after it was apprised that the children in an orphanage at Nishat in outskirts of Srinagar have been taken away by their guardians due to present situation in the Kashmir Valley. "We are unable to fathom as to how all the boys and girls have been taken away," a division bench of the court comprising Justice R Sudhakar and Justice Ali Mohammad Magrey said after reading a preliminary report submitted by two government lawyers who visited the Markazi Falai Itifal orphanage on the directions by the court this morning. They said no record regarding the discharge of the children was available in the premises of the orphanage. In compliance to the court's directions, the advocates also produced submitted photographs of the building and facilities that are being given the children there. "We find from the photographs that the condition of the building is very very bad. Most of the facilities have rusted and articles have become unusable," the court said, observing that the present condition was worse than one depicted in a report submitted by the senior advocate and amicus curie 9 May 2013. "This calls for stern instance for the court to awaken the social welfare department from deep slumber. However before proceeding further and in order to deal with various issues, we feel it necessary to direct the director social welfare to visit the orphanage along with Javaid Bukhari, Executive Engineer R&B to make an assessment and submit a preliminary report," the court said. The report, court said, should give details about discharge of boys and girls who are alleged to have been taken away by their guardians, nature of the infrastructure like proper ventilated in rooms, fans, mattress, personal locker facilities, toilets and bathrooms, reading tables, books , computers and nature of the infrastructure accommodation for girls. The executive engineer, court said, will submit the report regarding the condition of the building and infrastructure. "The preliminary report will be submitted before the court by noon tomorrow," the court said. (JNF) |
