SRINAGAR, Aug 24: As various centrally sponsored schemes are under scanner in the state over poor utilization and misappropriation of funds, a high level committee has been framed to supervise the implementation of programmes of minister of rural development department. In J&K, most of the centrally sponsored schemes have been hit due to non-utilization of funds by the various departments. Now the government has framed a state level vigilance and monitoring committee headed by minister of rural development, while Member Parliaments Ghulam Nabi Azad, Jugal Kishore, Muzaffar Hussain Beigh, Tariq Hamid Karra, Thumpstan Chewing, besides some MLAs and MLCs as its members.
The committee will monitor the flow of funds through various channels, including allocation, releases, utilization and unspent balances. They will also look into complaints about misappropriation, diversion of funds and recommended follow up action.
The government has directed departmental heads to submit utilization certificates to the concerned Union Ministry to ensure effective implementation of these schemes. According to a circular to departments, it has been observed that various administrative departments do not fully utilize the funds authorized under different centrally sponsored schemes during the currency of a particular financial year and often seek "revalidation of the funds even upto the fag end of the next financial year".
"All the administrative departments shall provide the details of allocation under different centrally sponsored schemes to the Finance department. They shall also share with the Finance department the pending proposals/claims with concerned Union Ministry, if any, during the currency of the current financial year to facilitate follow up action, if required, by the Finance Department," the circular says.
Sources said government has also taken a strong note that many developmental works have got affected over the years for non-utilization of funds. "It had been seen most of the department were failing to spend budget allocation funds in the first quarter of the year and then they were also not able to utilize these funds in the last quarter of the year due to weather conditions and other reasons," a senior official said.
He said government has asked the district development commissioners and HoDs to fix the responsibility for developmental works which get affected due to non-utilization of funds.
The Centre has taken on the J&K government over poor implementation of Mahatma Gandhi National Rural Employment Gurantee Act (MGNREGA) in the state and directed for strengthening coordination with various departments for 'effective implementation' of the centrally sponsored scheme.
The Union Ministry directions for better coordination between departments have come in the wake of poor implementation of the MGNREGA in J&K and state government's failure to achieve the annual targets under the centrally sponsored scheme in this fiscal. Further the Centre has expressed dissatisfaction with the 'less' employment generation under MGNREGA in J&K. Out of total 46,803 number of works, 25 percent of total works have been taken by Rural Development department as public works relating to Natural Resource Management (NRM) category in FY 2015-16.
