PROSAIC STROLL IN SULTRY ATMOSPHERE OF VALLEY

A welcome step although delayed by the Modi government to work out some viable solution to the Kashmir problem none the less is to be appreciated. After keeping the lips tight for a considerable period over the burning Kashmir, the 'Kumbhkaran' of 'Ramayana' ultimately wake up not by the drum beats but why the mounting pressure from all the good humans, by the spittle of various political parties across the country and above all the daunting posture of Apex court to go for a political solution and directing the solicitor general to arrange the meeting of a political party head from J&K with PM of the country. This speaks how the things were considered by the central government and how it was dawdling on the issue. What it may go but the landing of the HM in Srinagar on 24th August enshrined a hope of ray to again look for a brighter sun which may shine in the J&K and particularly in valley who have not witnessed a single incident free day, not a single mourning free day over the death of some innocent minor or rendering someone blind or injuring grievously since the eruption of Burhan Wani episode.
Collateral loss on both sides of the field, injurious to thousands and marooning blinded minors failed to move the central government about the ghastly situation they were facing. It just kept itself busy in making mockery of the show and tried to divert the attention of the public in general by bringing some issue from across the soil and airing some never could be possible dreams to the commoners. Keeping mum over burning Kashmir and speaking of Baluchistan, failure to fly Tringa in valley and speaking of hoisting the same in POJK, failure to save it from burning everyday in valley, deserve mention here. The state government filed false reports in the Apex Court about Kashmir that situation is limping to normalness in the valley just to save itself from great hammer of the court of its dissolution. The suppression of unrest by deploying thousands of uniform men remained the prime agenda of both central as well as state governments but it failed in it also and political representation has to banish from the scene owing to their miss- management of the situation, public hatred and their inefficiency. The government is bent upon to carry its order through the forces otherwise it has lost all morality to remain in power. The unpleasant part on the visit of HM is that it has been answered by escalation of violence, there by killing another civilian and injuries to hundreds of persons and again imposing of curfew in Pulwama. This speaks of total rejection of any talks. Kashmir trader's body's refusal to meet HM owing to the reason of no change on the ground realities and Kashmir Economies Alliance refusal claiming itself not be real representatives where as real representatives have been placed either under house arrests or in police custody is a matter of serious concern. They have further gone to say that visit of ministers and other politicians are futile exercises hence they have decided not to meet HM.
Many have expressed their thoughts and views through various columns of the print media and by debating the matters on national electronic media. The zero result oriented earlier visit of HM during present turmoil, convening of all party meeting by PM, meetings with political parties from Kashmir, ground efforts of CM all collectively failed to unlock this tangible knot. The criminal silence of the BJP central government can well be understood as it has embraced the PDP for its power lust knowingly that BJP is a sore for the valleyities owing to its Hindu agenda fully backed by RSS.
The news carried by many local media that HM Rajnath says PM has fixed agenda for dialogue is a disturbing one as when agenda has been fixed by none else than PM who can go beyond that so the present visit of HM is also an eye wash. Declaring BJP led central government's readiness to hold talks with all those, who believe to 'Kashmiriyat, Insaniyat and Jamhooriyat' (the agenda set for dialogue on Kashmir first by former premier Atal Bihari Bajpayee followed by PM Narinder Modi). The earlier visit of HM to hold talks on same agenda but he has to return back empty handed and present visit if also on same agenda than one can say that visionary PM has no vision on Kashmir except to crop in the issue of Baluchistan and POJK as solution of Kashmir. It has become a fashion and order of the day that whenever some important person visit trouble torn area he is briefed about existing scenario by the agencies and government being accused of fomenting the trouble and true picture is never on screen but a doctored documentary is released. The voice of the common people who are more sufferers is always taken with accusing eyes. Many facts known to even a common man are not taken into account but only manufactured written reports from agencies and governments are believed for certain required measures. From the much talk on the Kashmir trouble its reasons believed by governments and security agencies are; Foreign funding to keep the Kashmir pot boiling, stone pelters on the pay roll, spearheading the trouble by anti-national and separatists across the border, open support of Pakistan to the separatists. Many believe it to be a political problem and recently another view that it is a religious problem. Till yesterday economic problem also viewed as one of the reason is now on the back page. The unemployment is also on the roll of many as one of the reason. It is must to concentrate on the fact that there is not only separatists ideology responsible for Kashmir problem but there are other ideologies also running parallel to it
The three active players over Kashmir carry their views on Kashmir as under, Indian view;
* India claims that as the Maharaja Hari Singh signed the instrument of Accession in October 1947, handing control of kingdom of J&K over to India, the regions is theirs, having been validated by the Indian Independence Act and the departing British Empire.
* India claims that the UN Resolution in 1948 accepted India's stand regarding all outstanding issues between India and Pakistan.
* India claims that Pakistan has not removed its military forces, which India views as one of the first steps in implementing a resolution.India accused Pakistan of funding military groups in the region to create instability and accuses Pakistan of waging a proxy war.
* India accuses Pakistan of spreading anti-India sentiment among the people of Kashmir, through the media, to alter Kashmir opinion.
* According to India, most regions of Pakistani Kashmir, especially northern areas, continue to suffer from lack of political recognition, economic development and basic fundamental rights.
Pakistan view;
* Pakistan claims that according to two-nation theory Kashmir should have been with Pakistan, because it has a Muslim majority.
* Pakistan argues that India has shown disregard to the resolutions of he UN Security Council, and the United Nations Commission in India and Pakistan, by failing to hold a plebiscite.
* Pakistan rejects Indian claims of Kashmir, centring around the instrument of accession.
* Pakistan claims that India violated the stand still Agreement and tha the Indian troops were already in Kashmir before the Instrument of Accession was signed.
* Pakistan claims that Indian Armed forces, its paramilitary groups are responsible for quite large number of Kashmiri civilians and rapes of women.Pakistan claims that the Kashmir uprising demonstrates that the people of Kashmir no longer wish to remain part of India.
Kashmir view;
* It is difficult to access Kashmir public opinion, and the region contains supporters of various different solutions to the conflict. Alongside those who align more closely to ether the Pakistan or India government views, there are also those who favour independence for Kashmir.
* The All Parties Hurriyat Conference represents the main separatist movement in Kashmir. However, it has multiple branches, each holding different views on how Kashmir should proceed independently, which is indicative of the vast array of opinions that exist across the territory.
* Whether it is due to religion or region, Kashmir is not a unified voice on the matter of its future. Apart from the unending call for democracy and human rights standards, Kashmiris differ in their opinions all over the territory.
If we take the report of research by Asia Programme, led by Dr. John Nilsson-Wright authored by Robert W Bradnock in May 2010, it goes as under;
43% of the total adult population wants complete independence for Kashmir.
1% of (PoK) (in Pakistan ) want to join India compared to 28% in Jammu and Kashmir.
50% of (PoK) wants to join Pakistan compared to 2% in Jammu and Kashmir.
14% of the total population wants to make the Line of Control a permanent border.
Born from 1947, the conflict in Kashmir continues today, involving three nuclear powers China, India and Pakistan - who are in dispute over the territory. Disputed state elections and military occupation led to some of the state's legislative assemblies forming militant wings, which further created the catalyst for the Mujahideen insurgency, which continues to this day. Some facts require total admittance such as; the insurgent groups are losing influence. New mood in Indian- administered Kashmir is less supportive of the insurgency and more in favor of civil liberties and human rights. People vote enthusiastically in assembly and council polls but representatives betrayed them.
Concluding we have to sum up that the state of J&K is passing through very serious crises of total breakdown of government, its writ of order is being imposed through forces which is just close to the dictatorship, government in shambles and invisible on ground, the move of central government to hold talks outwardly rejected by the civil society of Kashmir, talks with selective leaders and inefficient ministers, total breakdown of constitutional provisions has left with no alternate except to dismiss the government and to put it under Governor rule. So instead of having prosaic stroll in sultry atmosphere of valley it is time to act accordingly.
