Early Times Report

Jammu, Aug 25: The government is stated to have set in motion the process of appointing vice-chancellors (VCs) to the two cluster universities of the state.
The file was said to be lying on the table of higher education minister, who in consultation with the chief minister, would soon give a green signal to the appointment of new VCs of both the universities, official sources in the higher education department said.
As per the Act of Cluster Universities, the first vice-chancellors of the cluster universities of Jammu and Kashmir divisions would be appointed by the higher education department and not on the recommendations of a search committee. "The department has not finalized any name for these two coveted posts. The file was forwarded to education minister Naem Akhter a few days back, who reportedly in consultation with the chief minister will finalise the names", sources said.
Sources informed that as per the Act, the VCs would be appointed for a tenure of five years after which, they would be appointed on the recommendations of the search committee.
"Some people have been trying their best to be nominated for the posts and are leaving no stone unturned", sources alleged, adding that the authorities concerned might ignore the deserving candidates and order the appointment of those who were close to the present dispensation.
Sources revealed that the department had the proposal of appointing VCs in the first phase and Registrar, Controller of Examinations and other staffers in the second phase. "When adequate manpower will be in place, five colleges of each of the cities, will be de-affiliated from the universities of Kashmir and Jammu. These will then come under the cluster universities, reducing burden on the two J&K varsities", sources said, adding that de-affiliation might take next two to three years.
Sources informed that the two cluster universities would not be having autonomous status. "After the first phase, more colleges of both the regions can also get affiliation with both the universities," sources said.
