Officials misuse Govt vehicles for domestic chores
Police cars found parked outside schools

jammu, Aug 27: The government officials especially of law enforcement agency-Jammu and Kashmir police-were caught violating the law with impunity by using the government allotted vehicles for their domestic chores including dropping and bringing their children from schools.
The photographs captured by Early Times' lens-man Naresh Bhagat outside Presentation Convent School in Gandhi Nagar explains this misuse as nearly half a dozen vehicles, belonging to various departments-mostly of Jammu and Kashmir police department, were found waiting for wards of their officials, studying in the school.
Moreover, the drivers of vehicles including some police personnel in uniform, most probably the government allotted drivers, were also found waiting by parking vehicles in middle of roads,.
Ironically these gullible drivers treat the wards as their bosses.
The scene outside the school was surprising, as when the ward of the bosses were found coming out of school gate, drivers was found taking school bag from the wards and escort them to the vehicle.
A driver was found bringing a little girl, even from inside the school premises, while school bag was on the shoulders of driver rather than the student. The driver was found behaving with the child, as he usually treats his boss and carry his/her bag and kept it in the ambassador car, while the little student, comfortably took the front seat of the car and departed.
Under obligation of their boss, police-personnel in uniform were also found waiting for the wards outside schools and were found showering same respect to these little students, they usually bestowed to their babus. The heavy school bags of these wards were being dumped on the rare seat by these gullible drivers, while the wards were found sitting on front seat, as their parent (government servants) did.
In the photographs clicked by ET lens-man, three police gypsies were found parked outside Presentation Convent School in Gandhi Nagar, while a grey colour Bolero bearing was also there.
"It is clear violation of government rules and a corruptive practice of these officials. The fault lies with the officials and not with these innocent kids, who know nothing about government rules. These officials should think seriously and must give an opportunity to their wards to understand the society by sending them in school vehicles or public transport vehicles, alike to common students", Rajesh Sharma, an advocate said.
Incharge Deputy Director of State Motor Garages Jammu Syed Muarif Andrabi said, "The Garages have few hundred vehicles, deputed with senior government officials and we have clear instructions for the usage of vehicles for official purposes only."
"The government vehicle cannot be used for family or any other personal usage except official duty. Many departments have their own vehicles and they can take action under the financial code for misuse of vehicle by officials", he said.
A senior official of Law department said that there were no clear directions on the usage of vehicles but these are governed by general and personal conduct rules and these vehicles could not be used for any other purpose, and usage for dropping school going children was clear violation of rules.
Another senior official of Transport department said that it was clear cut case of corruptive practices by the government servants. "So far we have not any separate policy or guidelines for usage of vehicles but usage of vehicles by family members of the government servants, amounts to corruptive practices and action must be taken against the officials responsible", he said.
