Jammu, Aug 29: Terming enquiry ordered by Assistant Commissioner Development (ACD) Udha-mpur, into bungling in development works as mere eyewash, RDD official who had tendered his resignation said that high level prove needs to be ordered, so that big fishes could be caught. Ravinder Singh, former GRS in Rural development department at Panchayat Chore Panjian Block Khoon of district Udhampur, has demanded setting up of a Judicial Enquiry into the matter. Taking a dig on Director Rural Development, who had said that GRS is a contractual employee of the department and if his work is not found satisfactory , he can be terminated at any time during his contract tenure, Ravinder said, that to shield big fishes, the department is making GRSs as scapegoats. "There is a major nexus of department officials from top to bottom and politicians who are bleeding state's exchequer", he said, adding that all the wrong doing in the department would be unearthed if government constitutes an independent committee to enquire the bungling. "Paradoxically, instead of taking stern action against blacksheep in the department, the director mounted his gun on GRSs", he said, adding that being head of the department, the director should order a high-level probe, through the officers from other departments or anti graft agencies. "According to the guidelines setup by MGNREGA, payment is made to the agency having TIN No. on its bill/vouchers with proper VAT", he said, adding that but the same has not been followed as some of the cement vouchers passed do not contain TIN No. as well as the vendors are not stockiest/ sellers of the cement. "Some of the transactions have also been made to a person known to me whose funds and transaction record is secured with me as evidence which has already been brought to the notice of the social auditor of the department", he claimed and added that some people are politicizing the matter whereas no actual support is extended yet by anyone. "I am fighting for a noble cause and this is my humble appeal to all to stand with me in my battle with corruption which is difficult to conquer alone", he requested upon general public.
