Prepare comprehensive roadmap to resolve issue in one go instead of piece meals : JKSAC

JAMMU, Aug 29: Jammu Kashmir Sharnarthi Action Committee (JKSAC) in a meeting held today Jammu hailed the announcement made again by PM for Rs 2000 crores package for DP's of 1947 from POK which has acknowledged the legitimacy of demand of DP's for compensation for their left out properties in POK and also asked the Ministry of Home Affairs to submit the package for sanction and get the funds released for early disbursement to beneficiaries.
While addressing the meeting Gurdev Singh President JKSAC said that though this package is just a peanut as compared to their lost of life and properties and sufferings they have gone through from the last 70 years, yet this package has acknowledge the legitimacy of their long awaited demand and now it is a mandatory on the part of govt. to prepare a comprehensive roadmap to resolve the issue in one go instead of piece meals taking into consideration all the problems pertaining to both state and central govt.
He said that DP's are still confused that despite of several representations and meeting with state and central govt high ups, the shape and nature of the package has not been clarified yet. The most important component of the package of reservation for the wards of DP's recommended by Omar Abdullah Govt. as well as by JPC is missing.
He regretted that we are failed to understand that how the govt. has identified only 26,319 families to be benefited under this package when no such exercise till date has ever been made by either of the govt. It is pertinent to mention here that despite of repeated request made from the last 7 decades no registration of DP's have been made by either if govt.
The figure of 26,319 DP families of POK have been taken from the previous package submitted by Omar Abdullah govt. to central govt. on 20-10-2014 and was returned by MHA on 7-11-2014 raising the query to justify that how the bonafide 5,300 families of DP's who have also availed the benefit of ex-gratia grant provided by GOI 1962 and other benefits have been left out of the package.
Despite of many reminders by MHA the State Govt. has yet failed to justify the exclusion of these families. He expressed his apprehensions that the bifurcation of the DP families settled outside the state may not take a legal course to get justice and if so happens the whole process would be stalled.
He further said that govt. must clarify the total strength of DP families of 1947 from POK to be benefited under this package as there are 31,619 families identified for ex-gratia grant in 1962 besides other 9,500 families which were debarred to get the benefit of ex-gratia grant in 1962 on certain flimsy ground which were later on waved off 2000K August package sanctioned in lieu of deficiency in allotted land.
He further asked the govt. to clarify that on which logic the package has been calculated and who suggested Prime Minister to announce only 2000 crores package thus overlooking the recommendations of Omar Abdullah govt. as well as recommendations made by JPC for 30 lakhs package to each DP family.
He also urged upon the govt. to clarify that whether this package is a part of 9096 crore rupees package recommended by Omar Abdullah Govt. or is a part of Rs. 30 lakhs package recommended by JPC or it is a final package to clear the confusion of DP's created by Govt. itself. He also asked the govt. to clarify with logic that how RS. 5.5 lakhs has been fixed uniformly as quantum of relief without taking in account the loss of life and property each category of DP have suffered.
