Jammu, Sept 2: The powerful administrators of Government Medical College and Hospital (GMC&H) have been showing little regard for the recruitment norms set by the Government Administration Department (GAD). In the latest case, all norms were allegedly tailored to appoint Personal Assistant (PA) of the Principal.
According to circular number 7 of GAD dated, 12/3/2003 and the ruling of Supreme Court in Suraj Parkash Gupta versus State the recruitment agencies and departments are directed not to change the cadre of employees and no relaxation of basic recruitment rules are to be made for direct recruitments through Public Service Commission or for the purpose of regular promotion/recruitment by transfer.
"But in contravention to these rules, a powerful employee who was appointed as a Nursing Orderly in Health department, has been offering services as PA to Principal GMC due to his close proximity with all GMC administrators", officials in GMC said, pleading anonymity.
They further said that as per recruitment rules and set guidelines, a person after appointed as Nursing Orderly, he/she is to be promoted to the post of Senior Nursing Orderly then to the post of clerk and if he/she is appointed as Junior Assistant, he/she is to be promoted as Senior Assistant, Head Clerk and then Section Officer while in case, he/she has done technical diploma after its appointment as NO, he/she will get technician grades as per rule mentioned in the rule book.
"But in rule book, if one get post of the Stenographer, he/she must have the qualification mentioned in recruitment rules which is BA, B.Sc with diploma in stenography from reputed recognized institution that too besides he/she has entered the department through direct recruitment", said another employee, adding that but the incumbent PA to Principal is the only one, who was appointed as Nursing orderly but now has been holding an important post in the institution.
However, he was appointed as Nursing Orderly (Group-D grade) but owing to closeness with higher rung officials, he got two promotions, out of way and now got primary post in GMC as PA to Principal, despite both order mentioned above, have been prohibiting change of cadre and in this case it also amounted to be the contempt of Supreme Court and GAD's order published in 2003.
Source further revealed that the power of NO could be well gauged from the fact the female staff Gita Devi was appointed as nurse in 1984 and got next promotion as Senior sister in 1989 then Supervisor in 2010. Whereas, the sister of powerful PA to Principal, who appointed in 1988 as Nurse, bypassing the seniority list has been succeeded to get three promotion and now has been holding the post of Assistant Morton since February, 2016.
"Every time, when his sister got two promotions out of way, Gita Devi had challenged her promotion in the court, when PA's sister became Supervisor in 2008 and then Assistant Morton post in February, 2016 and the cases are still sub-juiced in High court, Jammu", said Gita Devi, deputed as Supervisor in GMC, Jammu.
She further alleged that however, the case was under consideration, and the administration was well known about it but despite of these, she got two promotions one as Supervisor and other as Assistant Morton. This has been done only due to close proximity of his brother and her sister with GMC administration, she alleged. |
