Jammu, Sept 24: To take administration at the doorsteps of the people amid grand fanfare, the creation of 659 New Administrative Units (NAUs) has turned out to be a 'messy affair' in Jammu and Kashmir but shortage of infrastructure, manpower people have been facing hardship in getting their work done.
Administrative unit Gundana is a live example where since 2014 the post of Tehsildar and Naib- Tehsildar were lying vacant besides a clerk opens tehsil office occasionally due to which people are being made to move from new units to previous offices several times to simply get revenue papers of their land or other allied works.
Abid Hussain, a resident of Gundana said that contrary to the tall claims of PDP- BJP government about to streamlining the new administrative units but most of units still lacking proper staff. "Couple of year back government had reshuffled the administrative officer in which Tehsildar Gundana was also transferred but till date his replacement has not been sent.
"In absence of Tehsildar, the administration of Gundana teshil was not functioning smoothly." I initially visit in Teshil where I found Tehsil office closed when enquired about the officials the nearest locals said that there is no Tehsildar, Naib - Tehsildar here only a clerk open the office occasional", he said, adding that he was surprised by the reply of such officials. If the officers are sitting in old tehsil then what's the purposes to establishing an administrative unit in Gundana.
"Newly created administrative unit in Gundana creates confusion as there is nobody to facilitate issue of vital documents," he said, adding that many times people urge district administration to fill the vacant post of Tehsildar, Naib Tehsildar but nothing has been done at the end of district administration.
"When people visit teshil, the present officials refer them to old teshil Doda. This drama must end now", he rued.
He further said that in Teshil, a Tehsildar is responsible for recovery of government dues under various acts, for preparation and maintenance of teshil revenue record and revenue accounts and also to control over the working of Patwaris and Kanungos.
"Tehsildar makes an inspection of patwaris and kanungos working under them but in absence of Tehsildar, maximum patwaris in Chirilla do not visit said tehsil, and at present incharge Tehsildar stays away as well," another resident said.
They urged Chief Minister Mehbooba Mufti to fill all crucial post of tehsil Gundana, so that poor people of far flung areas didn't suffer more.
