The begging and the business: An organized crime | | | Junaid Malik
Begging is banned in most of the coun tries including india but still this social crime is taking a deep root in our social setup. This menace is a byproduct of wrong social policies where the rich becomes richer and poor becomes the poorer. This huge haves and have nots gap gives birth to so many problems including begging before the fellow human being for survival. No sooner do you screech the brakes of your car on a traffic signal,a swarm of young children, women and men run towards the car with their folded hands to cry, clamor and beg before you.despite of repeated denials, a principal which every responsible citizen should follow to eradicate this menace, these destitute and poor people make way from one commuter to another for coins and alms they bang the window pans of the cars with their fists and knuckles to compel you to drop few coins in their poor hands. There is no denying the fact that poverty is one of the so many languishing issues in the contemporary india that is proving detrimental to otherwise growing economy and this poverty gives birth to other crimes of drugs, human trafficking, prostitution, flesh trade, slums, illiteracy few blots apart from other hundreds of menaces being generated from poverty, a factor which is enforced, involuntary due to defective social and economic conditions of the society. So far this begging plague was not alarming to a state like Jammu and Kashmir but a trend has been seen in recent years where this unaccounted and unidentified groups have mushroomed in almost all the districts of the state particularly the twin districts of jammu and Srinagar. This has consequently given birth to growing slums,crime,shelter and security issues of common citizen of the state One may notice a sudden surge and inflow of these groups particularly young children roaming the streets and traffic signals around the city as and when some festival is round the calendar.the specific targets of these unorganized groups is festival like eid,the annual congregation of local saints more particularly in Kashmir, the pir panchal and Chenab valleys where the load of trucks,buses and private vehicles could be easily seen ferrying these poor creatures from one place to another depending upon the market and particular festival season.but the million dollar question is that where from these beggars are drawn to intrude in the state? Who ferries them from one state to another and who manages their travel, accommodation and boarding in the towns and cities of the state.?.this very thought simply alludes to the fact that some organized groups under the patronage of well collaborated, arranged and managed policy is running this mafia not only in metropolitans but other small states like Jammu and Kashmir.these unidentified groups along with other refugees who are growing in the state can pose a big threat to the demographic trends of the state and its special status. According to one sociological study, Dharavi in Mumbai is one of the biggest slums of Asia accounting for a major chunk of population equivalent to a major city of Japan or Tokyo and these slums produce the biggest number of beggars of the world.in a Single traffic stop on a Mumbai road for 30 seconds produces more than a crore beg in a stroke which coincides the fact that this is well organized parallel and unlawful economy in major cities of india but this menace has now crossed the boundaries of Jammu & Kashmir. This rising wave can easily be gauged from a circuitous round of city to find these poor creatures running,yelling and chasing the cars and pedestrians in areas like BC road, Jewel Chowk,Bikram Chowk, Wave mall crossing, Gandhi Nagar, gole market and old city areas which are always abuzz with shopping spree. These beggars particularly young toddlers could be seen running and nagging the people on roads. A common man feel irritated and harassed by the pulls of their fists and chasing by groups of begging children and women having infants In their bosoms. One feels traumatized but pitiful and heart broken too to see their plight in scorching heat and bone chilling colds. The condition is not different in valley and other mountainous districts of state where these beggars could be seen in hundreds and thousands around festival and tourist season. But one must bear in mind that by giving money and kind to these beggars is like becoming a part in promoting this crime in society because these organized groups hand in glove with criminals kidnap the children from different cities, sell them to these human trafficking mafia.the more we stop giving beg,the more we break the chains of these criminals. The State Government too must rise to the occasion to stop this huge infiltration in the state to lessen the crime and social evils in the state since all these persons enter the state with no identity of their own and it has often been seen that these unidentified persons have done most crimes in the cities.the cases of child theft are on rise in almost all the cities of india and one of the reasons of child theft is to use them for begging.An independent agency should be entrusted to formulate a plan to identify and register these persons so that a timely action is taken lest it's too late to mend and control this rising menace in the state of Jammu and Kashmir which otherwise was not affected by this disease in a larger context. |
