PG student writes 'micro' instead of 'macro' before HC bench
Had sought direction to govt to appoint him as JSA

Srinagar, Sept 27: The state high court today directed the chief secretary to furnish details of all the appointees in planning and statistical department in last 20 years after a candidate seeking job in the department failed to write a brief exam ordered by it.
The job aspirant along with other candidates had filed a petition, urging the court to direct the government to issue formal appointment orders in their favour and appoint them against the posts of junior statistical assistants (JSAs).
The government had joined issue about the degree certificates of petitioners on the ground that the university which had issued the degree was not recognized either by UGC or the state government.
The petitioners had placed on record the marks cards of MA economics and the final year examination was shown to have been held in June 2012. The certificate is issued by Manav Bharti University. The doubt about the capability of the one of the petitioners to have passed the exam arose when he could not speak in English. He was asked by the court to write five lines about advanced macro economics, the subject he has qualified and secured 72 marks out of 100. He could not even write the name of the subject properly, writing 'micro' instead of 'macro' as asked by the court. Later, on asking of the court, a question was drafted by the deputy AG and the candidate was asked to write in five lines the difference between monetary economics and physical economics.
"Despite copying from the material which was with the petitioner, he was not been able to differentiate between the two," the court observed.
At this stage, the candidate submitted that he be permitted to withdraw his petition and his statement was taken on record by the court. However, his request for the dismissal for the petition on his behalf as withdrawn was dismissed at this stage. "In order to find out as to how many such certificates in such subjects had been issued by these study centres, tuck shops and how adversely their activities have affected the vital interests of the state, it is deemed appropriate at this stage to direct the chief secretary of the state to provide following information," the court said and asked the chief secretary to provide details as how many candidates in the planning and statistical department have been appointed in last 20 years who have obtained degrees through study centers.
"The full particulars of such persons, their date of appointment and post, present posting shall be provided to the courtwithin two weeks," the court added.
