JAMMU, Sept 28: Notwithstanding the tireless efforts of the Chief Minister Mehbooba Mufti to put Kashmir back on rails of normalcy , her thrust also being on resumption of normal working of the government, on both, it is a steady movement forward. Postponement of the cabinet meeting which was sought to be held today is seen in the light of administration and civil secretariat working not yet having geared up for normal functioning after remaining paralyzed for over two months.
Sources said even though the government attributed cancellation of cabinet meeting today to a busy schedule of the Chief Minister Mehbooba Mufti, there are actually some other reasons for sudden cancellation of today's meeting . Sources said the state cabinet has not been able to meet as per routine schedule due to unprecedented situation in Kashmir . Though some routine matters of transfers of middle rung officers were effected in between this period, the government has not been able to take any major decision nor approve any big policy matter in the past two months, sources said adding that these matters are in fact stalled since June when the Assembly session concluded.
Sources said in today's meeting on certain key decisions, certain notes on the basis of agenda so fixed was to be prepared and information sought from concerned departments where staff is not yet in full strength. Even some senior officers have been showing truancy, for reasons , which in some cases are justified. Not all the ministers have been distributed these notes and information on agenda is also not clear yet, sources said. In other words an administrative exercise which is mandatory before holding of the cabinet meeting has not yet been completed due a partially functional Civil Secretariat and working in the government departments outside the seat of governance. Pertinent to mention is that no fresh date for the cabinet meeting has been declared by the government. |
