Amidst unrest, CEO KDA advertises works fraudulently
"Works cancelled due to poor response" claims CEO

Anantnag, Sept 29: In restive South Kashmir, Chief Executive Officer of Kokernag Development Authority has allegedly resorted to loot by advertising developmental works fraudulently.
Official sources told Early Times that CEO Kokernag Development Authority, Altaf Ahmad had advertised at least twelve developmental works without even going for the estimation of the same. The officer, backed by ruling parties, has opted to advertise the works manually not through the mandatory E-tendering.
"The works have been fraudulently advertised as basic parameters like estimating the works weren't fallowed," an official pleading anonymity said.
They said that the Chief Executive Officer of Kokernag Development Authority blatantly bypassed the Executive Engineer of the Authority and advertised the works which is sheer violation of the norms and considered to be an illegal act. Sensing foul a group of subordinate officials in Kokernag Development Authority have conveyed the same wrongdoings to higher-ups and demanded a strict action against the boss.
"The aggrieved officials wrote to Secretary Tourism and demanded an action against Chief Executive Officer whom they alleged was taking undue advantage of the ongoing unrest," he added. Executive Engineer, Khalid Mehmood, on being contacted confirmed to have written to higher officials. "I was simply bypassed moreover the works were advertised without going for estimation," he said. Khalid said that on his complaint, CEO KDA has been directed to cancel all the advertised works.
"He (CEO) has been directed to cancel the works which he did today but I am yet to ascertain whether he has actually cancelled all the advertised works or not as I haven't yet accessed the files related to the issue," he added.
However, Chief Executive Officer Kokernag Development Authority, Altaf Ahmad claimed that he was cancelled the works due to poor response. When asked whether he was advertised the works without going for the estimation, he said, "JE's prepared the estimates but Executive Engineer was absconding from the duties, so what was the option left for me."
He said that he written to government against the officer for reaming absent from his duties unauthorizedly in last three months. "From last three months he was absconding from the duties, I have written to government," he said that he hasn't done any official communication with the officer during this turmoil. Meanwhile, Early Times learnt from its reliable sources that CEO KDA, Altaf Ahmad has cancelled the works after Secretary Tourism Farooq Ahmad Shah grilled him for not following the norms. The CEO has been asked to explain his position as well.
